F-22A is designed in such a way that it not only deflect and/or scatter radar waves around but also minimize its infrared emissions while supercruising.
China have a few infrared imaging spy satellites up there (4 in total) but these need to notice, filter, identify, and obtain a lock on the infrared emissions of F-22A jets which is unrealistic expectation in the face of Earth's weather patterns, thousands of infrared emissions popping up around the world, as well as F-22A minimizing its infrared emissions as soon as it has taken off.
Another route is to direct optical imaging satellites to take snapshots of the relevant theater in very short intervals for indefinite period but even if F-22A are visible to spacefaring cameras for a while, this does not necessarily translate into anything meaningful on the surface in a short span. Optical imaging data is to be processed by powerful computers on the ground, and subsequent information is to passed on to relevant assets in the theater but this matter does not address the need to obtain weapons-grade locks on F-22A from the surface. When F-22A are up in the air, every minute will count because they will be frustrating kill chains on the surface and directed towards attacking lines of communication, radar systems, A2/AD arrangements and vice versa.
