It will not create a nuclear Japan. Japan is not allowed to get nukes because the USA forbids it. In fact, North Korea is already nuclear.

North Korea nukes have no effect on Chinese security because our ballistic missile defenses can block anything they can launch at us. North Korean missiles are still very primitive. If we can deploy military bases (like missile defense bases) on North Korean soil then we can be sure they are trustworthy.
