The only reason for the existence of Bhutan in the eyes of Indians is that it should be a hedge and buffer against the "boggymen" china who may disrupt their hegemonic chanakyan wet dreams. There is no difference between Bhutan and some other Indian states as Bhutan foreign policy is formulated in Delhi. Nepal was also in such a predicament but recently they got some breathing space thanks to chinese assistance.
