But a closer look at the attendee list shows that only 20 OBOR countries will send their heads of state (nine, including Fiji, are from outside the Belt and Road). In other words, 44 OBOR nations are not sending their top leaders to the OBOR summit. None of the Middle Eastern nations will; neither will most European countries. As for the 20, they have an average GDP per capita of about $14,700, compared to $25,000 for the 44 countries that won’t, according to UN data.

So, this is already a huge flop even before it began.
It's understood. Why would any self respecting country spread their legs to Chinese?

Reduce trade deficit by begging?

If it works, sure.
Or, we could do to Chinese what they are doing to other countries. What? You think only your country and your people have the tenacity to progress? How naïve.

The driving force of Indian economy are remittance send back to India from expats working else where. For example, the H1B laborer would send a portion of their income to India. When Trump stop H1B for Indians, Indian economy will crash.
Crash to a point. But the 1% Indian will not stop importing Chinese goods, rebranding it and resell to India for big profit. Thus will help reduce the crash.

If one notices it closely, most the ones which are actively participating are the ones which are dependent on China while most of the ones that are giving a pass are the ones which China needs to actually makes these roads profitable.

At this time OBOR is a political initiative rather than an economic initiative.

Who Is Actually Attending China's Belt and Road Forum?
Which countries are sending officials to China’s big international summit?

It’s almost here — after months of emphasis from Chinese government officials and state media, the Belt and Road Forum will open in Beijing on May 14. The two-day forum is dedicated to President Xi Jinping’s signature foreign policy project, the Belt and Road Initiative (also known as “One Belt, One Road” after its two main components: the Silk Road Economic Belt and the 21st Century Maritime Silk Road).

China has touted the forum as the major international event of the year, with 29 heads of state or government to be in attendance (along with, of course, Xi himself). International organizations will be well-represented too, with UN Secretary General António Guterres, President of the World Bank Jim Yong Kim, and Managing Director of the International Monetary Fund Christine Lagarde all set to attend.

Chinese media has also highlighted the level of global interest by citing the number of countries to be represented: up to 130 in the most recent publications. Yet that figure, and the earlier 110 countries, should not be taken as a count of states sending official delegations, though it’s sometimes implied that way. According to Xinhua, “More than 1,200 people will attend the forum scheduled for mid-May, including officials, scholars, entrepreneurs, representatives of financial institutions, and media organizations from 110 nations [emphasis added].” In other words, if the New York Times is sending a reporter, China is counting the United States in that “110 (now 130) nations” figure.

So, which countries are actually sending official delegations to the Belt and Road Forum? It’s a difficult question to answer, as there’s no comprehensive list. The Diplomat has attempted to pull together a list of confirmed attendees, but even this should not be taken as comprehensive. Not all embassies and foreign ministries returned requests for comment as of publication time, meaning some countries’ level of participation could not be confirmed. For example, Xinhua says “nearly 20” Latin American and Caribbean countries will be sending ministerial-level delegations; The Diplomat could not confirm which countries, however. In other words, just because a country is not colored in on the map does not necessarily mean it’s not participating in an official capacity.

The Diplomat will continue to update as more responses come in. In the meantime, check out the entire list in text form, with sources, here. At current count, The Diplomat has confirmed official representatives from 57 countries, counting China.

You should go outside and take a sh!t in the open air to vent off your displeasure. It's a fact India keeps on importing Chinese goods, whether they are high or low quality depending on how much Indian companies are willing to pay India cannot refuse Chinese goods

When almost all the most important representatives in the world is here for this "Belt and road" forum, people may not even noticing India wasn't attending the "Party" LOL

As far as i gt it india wants world to listen their concerns . At least they were expecting few countries to listen thm ( us or may be un) .there are lots of regional countries who arnt attending the BRF but india is the only one sho is making fuss about her absence in BRF.

I'm glad India is sticking to her words not to participate. Who needs India when almost the whole globe wants to join in, even US and Japan at last minute don't want to be left out. But India? Nah they have bigger and better plans just taken by surprise of Trump making a U turn

A good decision on India's part. If India were to join OBOR- we wouldn't be gaining much, on the other hand - it would validate Pakistan's claim on the territories of Kashmir CPEC passes through.

Off topic, but Japanese scholars and some think tank believe their nation is a bunch of children. They go on to say if Japan doesn't change, they will always have an uncle looking over them.

Most Chinese are angry at the CPC for even suggesting India to join. I praise the pak government for being silent on this because inviting a tiger to wander in your house is not good. Look at BRICS bank, its dead because India is part of the organization. Give India some power and they think they are the CEO
