Well since you have asked this question, then I will try to educate your simple mind little child. America in the past has had a strategic alliance with Pakistan, however the general public never accepted this friendship due to the duplicity and ulterior motives of Washington. China on the other hand is respected in Pakistan, because it has never interfered in our domestic politics and in Pakistan they admire how hundreds of Chinese workers died making the Karakorum highway. Since I have worked and lived in China, their appreciation of Pakistan was very heart-warming.

Selling alcohol and cigarettes is quick money in China and store owners often need to bribe officials from the relevant authorities to get the licence or permit。

I think people are misunderstanding things. It isn't Muslim shop owners...it is shop owners in general. Shop owners under pressure from local residents have stopped selling alcohol and cigarettes (probably so the locals won't boycott them). The local non-Muslims have probably complained to the shopkeepers saying what about their needs..and well the shopkeepers hands are tied. So to get around this they passed a law forcing shipowners to sell things.

So that Voice of Asia may be technically correct but the implied angle of why is misleading.
