Friendly Dialogue
China Sri Lanka Friendly Dialogue brought together Chinese and Sri Lankan officials to discuss future bilateral strategic cooperation between the two countries. Leading Chinese and Sri Lankan officials convened for two days of closed door sessions at Beijing (In may 2009) to exchange candid views on the China Sri Lanka strategic partnership.
The Sri Lankan delegation also met with members of key policy shaping think tanks in Beijing for candid discussions on high priority issues for China Sri Lanka strategic cooperation.
Throughout the conference, Chinas growing global influence provided a backdrop for discussion of the China Sri Lanka strategic partnership in South Asia.

China Sri Lanka strategic partnership is stronger now than it has ever been. A respected Chinese official noted that He observed that the partnership has come a long way since 2006.
A respected Sri Lankan official noted that China Sri Lanka strategic partnership need a new common vision to handle economic issues and security threats.
Sri Lankan officials expressed a desire for the partnership to include greater information sharing, Investment promotion, Defense cooperation and relaxed export controls. A representative of Sri Lankan military asked how deep Chinas security relationship with the Sri Lanka can be without major military assistances.
Chinese officials addressed these concerns and agreed that a greater level of military assistances is needed.
In confronting security threats, there was a push from the Sri Lankan side for the China to lead on security matters. Speaking to Sri Lankan officials Chinese officials stated Sri Lanka to take lead on Sri Lankas security issues and China could take on an assistance role, but that Sri Lanka is already in a position to act.
South Asian regional issues
The group identified areas of convergence that may be ripe for increased China Sri Lanka cooperation, as well as areas of divergence that may require careful management to avoid misunderstandings.
India
Chinese officials suggested that the Sri Lanka can use its good relationship with India to promote peace and stability between China and India. Sri Lankan officials noted that China India direct talks and increasing economic cooperation between China and India will improve China India relations. Chinese officials expressed to expand bilateral relations with India. Sri Lankan officials stressed the importance of improving China India relations.
Further Discussion
The November Friendly Dialogue built on several years of investment by China to establish strong partnership with Sri Lanka. This meeting will be different from any previous interactions, according to key officials.
What is needed is to establish habits of cooperation on important shared objectives. Economic cooperation and Military to Military cooperation is currently fulfilling the bulk of this task. An important next step in this regard will be for the Sri Lankan military to participate in multilateral regional military activities, such as joining SCO. Sharing best practices on Homeland Security matters could be another venue for practical cooperation.
China - Sri Lanka strategic partnership can facilitate the advancement of shared interests in selected issues. China - Sri Lanka strategic partnership will have to be carefully managed to avoid unnecessarily antagonizing any other country.
