China has recorded the first human infection with the H3N8 strain of bird flu, the country's health authority said on Tuesday, but said the risk of it spreading among people was low.

People handle animals around the world, Chinese doesn't have a herding culture so the people don't handle animal on daily basis, the reason why US, UK and China report bird flu cases is largely because of their developed and advanced medical and disease monitoring system so any new viruses can be quickly defected, I m sure these cases also happen in poor and developing nations, but they just fly under the radar.
