China is unable to feed it own large population .... and food that is available, now has cadmium.

That's what is known in India, as "Kangali mein aata geela". - China is short of food, and the food is now not worth eating !!!

Food has cadmium ... air has coal fumes. Poor chinese.

Is it sufficient to survive with CPC's fabricated numbers? ... or it may well be time for a zero-child policy?

Apparently saying you are ignorant is a compliment to you. Clearly you have no idea the world bank definition is PPP dollar and the Chinese poverty line is real US$. One us dollar in China is about PPP$1.83, well above the PPP$1.25 world bank threshold.

China's new poverty line is equivalent not to $1.33 per day, but to $1.83 per day (1.334*1.37) in 2005 $PPP. That is comfortably higher than the World Bank's global standard.
