China planning naval base in Namibia: newspaper


WINDHOEK – Namibia and China are discussing plans for a Chinese naval base in the southwest African country, the Namibian newspaper reported Tuesday, prompting an immediate denial from Beijing.

The Namibian quoted a confidential letter from Namibia’s Beijing ambassador to his foreign ministry stating that a Chinese delegation would visit Windhoek for discussions “on the way forward regarding plans for the proposed naval base in Walvis Bay.”

The letter from Ambassador Ringo Abed to foreign affairs permanent secretary Selma Ashipala-Musavyi, dated Dec. 22, 2014, followed a meeting he had with Chinese defense ministry official Geng Yansheng, the Namibian said.

The detailed letter said the Chinese delegation would include technical staff and naval architects who would do an exploratory feasibility study, the newspaper reported.

In response to a query, the Chinese defense ministry told AFP that “the exchange of communication between Chinese defense officials and Namibian embassy officials reported by The Namibian is an out-and-out fabrication.”

Namibian Foreign Affairs Minister Netumbo Nandi-Ndaitwah, who was sent a copy of the letter, said: “The whole issue is completely new to me. I’m seeing this letter for the first time.”

The ambassador’s letter said Geng Yansheng had noted that China had invested heavily in Namibia and that a Chinese naval presence would deter illegal fishing trawlers and smugglers in Namibian waters, the paper reported.

“Other considerations for the naval base would be for it to serve to train the Namibian navy, not only to be combat ready but to carry out civilian duties as well,” the Nambian quoted the letter as saying.

This is the second time Beijing has denied reports of a planned naval base in Walvis Bay, which has a sheltered deepwater harbor and is Namibia’s biggest commercial port.

The desert nation on the Atlantic coast to the north of South Africa is mineral-rich — from diamonds to uranium —and China has increased investment and aid in recent years.

Hmmm, I usually take reports like these with a grain of salt. Or a truckload. Especially when there's a direct Chinese denial in the very article that claims China is planning a naval base. If there were an iota of truth to the rumors, the Chinese official would mutter something along the lines of "China is peaceful and our projects with Namibia is not directed at any third party."

Namibia is on the wrong side of Chinese interest. I highly doubt this new.

I think there is already a base in Sudan, the development of one in Namibia would be perfect for you guys since it extends the PLAN's strategic range to outside the IOR, and gives you guys a strategic presence in the Atlantic Ocean Region. You guys already have a naval presence in Gwadar, Pakistan, thus you have strategic presence already in IOR.

This base from Namibia allows PLAN to reach South America, Carribbean, heck even into North Atlantic if you guys wanted to.

You guys are doing good at building your global foot print. And as always, silently and gradually.

Is it real?

Chinese use to curse foreign bases in China.

Other people will start scolding China now. Nothing is better voodoo than an oversea military base. On the other hand, this is an inevitable path of emerging China.

I think the PLA is going on the right track so far, hope this as well as others can be realized.

To say that PRC can do whatever she like anyone due to Chinese diaspora is certainly an overstatement. Everyone with a little history know that Chinese diaspora are vulnerable. Despite controlling economy of Indonesia, Chinese diaspora are butchered in numerous occasions like nobody.

I am disputing not the need for oversea PRC bases and I mentioned this will be an inevitable outcome when PRC grows to a certain size.

Thanks buddy ! What is clear is this --- China and Japan will make sure Africa and the wider Middle East is stable. We cannot rely nor should we depend on Foreigners to secure our interests. We are not EU, and their interests don't always align with ours. Remember, China and Japan are the 2nd and 3rd largest economies in this world. Thus, reasons for us to deploy forces to secure our vast merchant fleet in sensitive sea lanes is only understandable.

East Asia (China, Korea, Japan) is home to an economic machine that is worth $17 Trillion. We must never allow factors such as piracy, civil war, or excessive dependence on foreign powers to secure our interests. I think we can do the job ourselves perfectly.

That said, I support greater and greater Chinese presence abroad.

I'm not talking about Chinese Diaspora --- you're trying to make a discussion on that. And you're trying to twist around my original statement. All I said is that China is the #1 developing force in Africa. Bar None. Secondarily, that number that i gave (1 million) refers to Chinese contractors and Chinese workers -- who are currently working in Africa. That should show to you the breadth of Chinese projects and work done in that continent.

lies, well not lies, but it's not true. Here's why, American fleets with a base is the number one force there. Chinese fleet with a base is maybe third or worse.

A US base projects power, a Chinese base divides power.

2050 is the date for full modernization, and I believe we will start making noise sometime 2030, but it's too soon now, who are we intimidating with a base in Namibia? Italy? UK?

We can already access ports everywhere for resupply anyways, why waste money and time on a base that will do nothing for us.
