China & Laos vows to further enhance military relations

That's too much of an ask. Russians are very practical and penny pinching people, when they see the fight being lobsided against America and it's strong neighbour and political partner, they will leave you behind. It's simply not worth the time, risk and investment. The only chance you have of competing against China on equal ground is to move to America and join their army, just like your top secret favourite spy :lol:

The construction of the 421km High-speed railway from the Laos-China border to Vientiane will begin as planned.

Laos and China agreed that construction of the railway would begin in April 2011 to mark the 50th anniversary of Laos-China diplomatic relations and be completed within four years.

Mr Somsavat said that Laos and China signed a memorandum of understanding on the railway in April 2010 after President Choummaly Sayasone and Chinese President Hu Jintao signed an agreement to elevate relations between the two countries to that of 'all round strategic cooperation partners'.

He also said the profile of Laos would be raised as it would be the first country in the region to have a high speed railway.

The railway would be 421km long and include 190km of tunnels and 90km of bridges. It is envisaged that electric trains travelling at 200km per hour would carry passengers and trains travelling at 120 km per hour would carry freight.

There would be five main stations along the line — at Boten, Oudomxay, Luang Prabang, Vangvieng and Vientiane.

Mr Somsavat said construction of the railway would involve 50,000 workers, adding that the project would train workers in Laos while management staff would be sent to China for training.

The railway would form part of the Asean-China rail link, which begins in Yunnan province, China, and runs to Singapore through Laos and Thailand.

Heheh, you can't even build a dam in Laos, so your influence is not enough to build a base in Cambodia where full of VNese are living :pop:

You don't get this. A dam may significantly affect local environment but a maritime base will only promote trade and security in the region. Plus it is in Cambodia and none of Viet's business.

On February 25, 2010, China Great Wall Industry Corporation (CGWIC), China Asia-Pacific Mobile Communications Satellite Company Limited (APMT) and Laos National Authority for Science and Technology (NAST) under Prime Minister’s Office PDR, jointly signed the Contract for Lao Satellite Broadcasting and Telecommunication System Construction (LAOSAT-1). This is the fifth satellite contract signed by CGWIC on an in-orbit-delivery basis with international customer.

This satellite will be manufactured on the basis of the Dongfanghong series of platforms designed and developed by China Academy of Space Technology (CAST). It will be launched by an LM-3B launch vehicle provided by China Academy of Launch Vehicle Technology (CALT) from the Xichang Satellite Launch Centre (XSLC). China Satellite Launch & Tracking Control General (CLTC) will undertake the launch and TT&C operation.

China and Laos signed MoU on satellite cooperation in September of 2009
The government of Laos and a Chinese business group are set to sign an agreement to invest in a satellite business joint venture in Laos, aiming to launch a satellite into orbit in the next 40 months.

The agreement, expected to be signed in the first quarter of 2010, is the result of a memorandum of understanding (MoU) on cooperation in a satellite broadcasting and telecommunication system construction and business operation project in Laos, signed in late 2009 between the Lao National Authority for Science and Technology and the China Asia-Pacific Mobile Communications Company Limited(China-APMT). The project is expected to cost about $250 millions for the construction of the satellite, which will be done by China-APMT and funded by loans from the Chinese government. Both parties have set a goal of putting the satellite into orbit 40 months after the signing of the agreement, in another word - by the third quarter of 2013.

while tracking and transmission stations will be constructed in some northern, central, and southern provinces to make sure that satellite signals reach every part of the country as well as linking it with the rest of the world.

Laos' first ever satellite, which will be launched into orbit by the Chinese company with a commission period of 15 years, will not only enable it to transmit its broadcasting signals throughout the country but also link its information and telecommunication system with the rest of the world at high speed, especially with its partners in the ASEAN grouping, which has set a goal of developing itself into a truly integrated international community by 2015.

Laos currently has 35 radio stations and 2 TV stations, with its radio signals covering only 80%, and TV signals 60%, of the country.

Cambodia is multi-party nation , and pro-VN party is the most powerful party in Camb , your friends don't like pro-VN party, but they can not change the fact , that's it.

Russia does not like to have America in Asia, but they love money more. However, Vietnam has no say in what its neighbours would be purchasing from Russia, heck Vietnam even failed to stop China's partnership with neighbours surrounding your country!. Most ASEAN have purchased Russian weapon systems and "actually has money" to pay. Unlike Vietnam who lives on borrowed money. Talk about being delusional, paranoid with its neighbours and sitting in the dark corner? :lol:

I don't have to be the central bank of either for it to become an issue, it will become an issue when Vietnam tries too hard with its neighbours. Both Russia and Japan have more economic and political ties with China than they do with Vietnam. Neither would want to upset one of their biggest trade partners :azn:

Your kilos won't matter and by the time you get (was it 6 kilos? :lol:) China and your other neighbours would have gotten many more ships, submarines or planes etc. Vietnam cannot afford to lose their kilos since they are purchased on loan and will very less likely get another huge loan to cover its losses. It would have to look like a poor little boy wet and without food outside of America's door. I think you are born in the wrong country sometimes, so anti China yet have no ability to fight. Better luck joining the U.S. army like your country's favourite spy and your chances of actually getting some actions with China would be higher :sick:

Last-minute negotiations hold up construction on a train line that would link Laos with its neighbors.

The proposed railway will connect China's Yunnan province to the Lao capital Vientiane.
Construction of a Chinese-built high-speed railway in Laos has been put off at the last minute due to a contract dispute and an incomplete project assessment, according to an official from the country’s Public Works Bureau.


The Lao official, who asked to remain anonymous, said construction, which was to begin on April 25, has been delayed indefinitely.

“Construction of the railway has not begun yet. It’s postponed, and I don’t know when it will begin,” the official said.

“It has been delayed because the contract must be amended. Also, the study is taking longer than expected. When they plan to build it, they will notify my office,” she said.

The 300-mile (481-kilometer) railway will connect Laos to neighbors Thailand and China at a cost of U.S. $7 billion, 70 percent of which will be provided by China.

A recent investigation uncovered rampant corruption in China’s Ministry of Railways which led to the removal of longtime minister Liu Zhijun in February for what state media reported as “severe violations of discipline.”

A widening scandal in March left detractors questioning the scope of Beijing’s plans to build a network of domestic and international high-speed railways.

But none of these developments seem to concern the Lao government, which in January urged consultants to speed up social and environmental impact studies to get the project underway.

Trains will run at a speed of 125 miles-per-hour (200 kilometers-per-hour) from Boten, on the border of China’s Yunnan province, to the Lao capital of Vientiane.

Compensation plans

Plans are already underway to relocate villagers who will be affected by the construction.


Under the agreement signed between China and Laos last year, the Lao government is required to compensate villagers and urban dwellers who will need to be relocated from their land.

The compensation plan represents the Lao government’s 30 percent stake in the project.

But residents have expressed doubts about whether they will receive a fair amount of compensation from authorities.

The train line will act as a link for passengers and freight traveling to and from Kunming, the capital of Yunnan province.

China also has an agreement with Thailand to build a high-speed 530-mile (850-kilometer) railway between Nongkhai on the border between Laos and Thailand and Bangkok.

Both routes would make up part of the Trans-Asian Railway Project, a United Nations plan to create an integrated freight railway network across Europe and Asia.

China has been aggressively shopping railway contracts around the world, most recently winning a U.S. $13 billion deal to build lines in Iran and a partnership to construct a high-speed rail in Kazakhstan.

High-speed Railway temporarily delay is for security, All principal backers are chinese, and these countries will gain lots of benefits when it is built. so no big deal.There are many air crashs of Boeing and airbus ,and there have also grievous accidents of germany maglev train or Japanese shinkansen.....

btw, NO any chinese High-speed Railway accidents has occurred in china. (That accident was chinese multiple unit (MU) and the accident was the result of human error)
