The challenge of this won't be the landing but funding, building, & maintaining a lunar colony which will be needed. It's VERY VERY risky however the rewards will more then cover for it.

You don't need a lunar colony to mine. It can be done with robots.

What is the Japanese alternative to NASA ? Do Japan have an active Space exploration doctrine or mandate, few years back there was news of Japanes HD surveying of moon or not sure if if itw as done by Indian but I heard breifly in western media

Many of the proposed scenarios from different space organizations I've seen for mining in space have included a small colony. I'm skeptical robots alone can do this, do you have any source or information on your statement ?
