China is ready to upgrade its HGV to from Mach 10 to Mach 20

This is a significant development. The way they cool HGV at Mach 20 is original and first of this kind in the world. A nice slap on those losers who just have to use "copy paste" to smear any China's achievement, then find comfort for their own inability.

Quite useless in practice. A prestige ability. Attacking using this is a signal to established Nuclear countries that it could be nuclear, thus risking MAD.

Using it for banana republics, and the cost of one missile will outweighs anything they have that needs to be destroyed.

I believe this maybe a missile for 20+ years down the line, when cost will come down due to robotics revolution, but otherwise, too expensive to use on guys who don't know how to read.

Using against some high value target like carrier it will be handy and consider cheap.

There is a reason why China has a nuclear no first use policy. It is to legalize all this nuclear deliver platform as conventional.
