Interesting article about how Vietnam tricked Philippines out of the Southwest Cay.

Southwest Cay is in the northern edge of the Spratly group. It is withinDangerous Groundin theSouth China Seawhich also contains the Filipino-occupiedNortheast Cay(Parola), South Vietnamese-occupied South Reef and unoccupied North Reef. Southwest Cay and Northeast Cay are just 1.75 miles (2.82 km) away from each other. Each island can actually see the other within their respective horizons.

The incident took place when all the Filipino soldiers guarding the island of Pugad left to attend to the birthday party of their commanding officer who was based on nearby Parola. The storm that day is also believed to have persuaded all the soldiers to regroup temporarily on Parola. A report also came out saying that South Vietnamese officials managed to send prostitutes to the birthday party to lure the Filipino soldiers guarding Pugad. It was said to be a "present" to the Filipino commander for his birthday and as a move of South Vietnamese forces to befriend all Filipino soldiers guarding the Spratlys. Filipino soldiers did not expect that South Vietnam would resort to foul play since both the Philippines and South Vietnam, together with the United States, were allies in theVietnam War. This tactic is believed to be the reason why South Vietnamese forces knew that the Filipino soldiers left the island, an action that is usually kept confidential.

After the party and after the weather cleared out, the returning soldiers were surprised that a company of South Vietnamese soldiers were already in the island. The South Vietnamese flag replaced the Filipino flag flying on the pole created by Filipino soldiers themselves. The soldiers returned to Parola immediately for fear that Parola would be the next target. After higher-ups of the Philippines were informed about the situation, they instructed the troops based in Parola and Pagasa to stay on red alert status. For the following mornings, the only thing the Filipino soldiers could do in Parola was to "curse" while South Vietnamese sang their national anthem.Malacañangofficials, who did not want to compromise the alliance while the Vietnam War was still being fought, decided to remain silent.

1975 - Vietnam reunification[edit]
A few months later, the recently unified Vietnam (after North Vietnam successfully won over South Vietnam, the North Vietnam task force won and occupied the island) decided to remove all remaining South Vietnamese troops in the Spratly Islands and establish military control among the features. It was reported that dozens of South Vietnamese soldiers in Southwest Cay (Song Tử Tây) swam all the way to Northeast Cay (Parola) just to avoid being captured by North Vietnamese forces. It was then when Malacañang officials, headed by PresidentFerdinand Marcos, discussed how the Philippines would reclaim the island. It had been apparent that most of the officials, who considered the North Vietnamese communists to be a threat to Filipino national security, wanted to attack Southwest Cay (Pugad) to reclaim it. However, after an intelligence report came stating that the unified Vietnam had already built a huge concrete garrison within a few weeks, the officials dropped the plan and tried to resolve the issue diplomatically. However, this approach eventually died along the process making Southwest Cay (Song Tử Tây) a Vietnamese-occupied island up to this day. This incident was confirmed in interviews with soldiers involved in an episode of the defunctMagandang Gabi, BayanofABS-CBN.

India going to take charge of the alliance? Cos i ain't seeing the rest of South Asian countries on high alert.

That guy is a sort of Indian atatwolf. LOL.

That sort of Indians are better ignored.

Another dumb comment which they think they know something about SCS?
First, modify to spratly island is not something started by China but Philippine and Vietnam have for years enlarging their original small islet to accomodate airfield and military installation. It just the biased western media will never report such thing. China is just trying to counter to these petty countries action to protect her own interest.

The western is just trying to give their double standard verdict on China that She is a second fiddle compare to philippine and Vietnam as enlargement on their island is legal while China action is consider a threat. Sorry, China is a major power and we do not need westerner to dictate what is legal for us. These typical western report are plain loser comment due to their frustration not able to counter China.

Does that runaway protrude out of island looks like natural or due to artificial reclaimation? So what is the fuss about China reclaiming an islet?

Maybe vietnam enlarge the island and added pier and catchment is legal while any action by China to her own is consider illegal? Maybe Vietnam is some super country that shall be above China to justify such action without being criticised???

A good, in your face rebuttal. Well done!

exactly, I don't mind China as a bit of a hegemon. They drive growth in the region and everyone piggybacks a bit, we have much to learn from European history and don't need to fight the wars they did to get to that level.

and India already have a credible deterrent to stop the hegemon from mutating into a hegemonster, maybe we should start building a few islands of our own in the arabian, slightly north north west of lakshadweep, give our jihadi brothers to the west something more to think about. ;)

nah.. let's just all do business, pointing guns at each other will lead us nowhere.

That's what i am talking about

China is playing a careful yet potentially dangerous strategic game in its immediate region.

On the one hand, Beijing wants to show that it's arrived as Asia's dominant superpower, and is putting its neighbors on notice by establishing military footholds in the South China Sea and even the Indian Ocean.

At the same time, China's leaders are an inherently cautious bunch who are strongly disinclined from taking downside-heavy geo-strategic risks. Its leaders want to prepare the region for the reality of Chinese hegemony, but without triggering crises that could prove fatal to China's internal stability or international prestige.

So China wants to expand its power in a way that leaves its neighbors unwilling to take it on. But that means building up a military presence in Vietnam, Japan, the Philippines and India's strategic backyard and even their claimed territorial waters. And these are countries deeply suspicious of Beijing's intentions to begin with.

A new report from the US Office of Naval Intelligence explains how China plans to use its navy in accomplishing this goal. Naval power is crucial to China's plans, as Beijing wants to exploit natural resources, protect shipping lanes, legitimize its vast maritime claims and counter growing Indian, Japanese, and American military power in the region — all without sparking an uncontrollable political or military escalation.

The answer is a modernized navy with the ability to operate outside of China's coastal waters.

"Over the long term, Beijing aspires to sustain naval missions far from China’s shores," the report concludes. China's People's Liberation Army—Navy (PLA(N)) wants a "greater percentage of the force consisting of ... modern combatants capable of blue water operations," so that the PLA(N) can have an "increasing capability to undertake missions far from China."

In 1987, a top PLA(N) commander was already talking about "offshore defense" — the idea that a powerful enough Chinese navy could enforce a stable regional security environment on Chinese terms, but without China having to provoke costly or risky conflicts.

The report includes this map, which gives an idea of how China hopes that a long-range navy can help protect its strategic "layers." (CDCM stands for Coastal Defense Cruise Missile, while an ASBM is an anti-ship ballistic missile)

screen%20shot%202015-04-13%20at%205.13.31%20pm.png
US Office of Naval Intelligence

The inner yellow layer covers Chinese coastal defense forces, the orange line includes all disputed, resource-rich areas in the South China and East China seas; and the red line extends into critical shipping lanes and the Indian Ocean basin.

Overall, the PLA(N) is "evolving to meet a wide range of missions including conflict with Taiwan, enforcement of maritime claims, protection of economic interests, as well as counterpiracy and humanitarian missions."

And as part of these modernization efforts, it's developing weapons designed to reach qualitative parity with the region's other powerful navies. China realizes it can't just build a half-dozen super carriers to counter the US's presence in Asia (at least not any time soon). But it can develop anti-ship missiles with the ability to take down a carrier in a firefight and to quickly cover China's quantitative gap with the US — a possibility that's already worrying US military planners.

The ONI report also visualizes China's increasing anti-ship missile range. The HHQ is a type of Chinese-produced surface-to-air missile; as the report notes, China is building 6 HHQ-9-equipped destroyers with plans for additional vessels that can carry an "extended-range variant" of the HHQ-9.

screen%20shot%202015-04-13%20at%205.15.45%20pm.png
US Office of Naval Intelligence

China seeks to project naval power into both the Pacific and the Indian Oceans so that Japan, the Philippines, the US, and other emerging regional powers will have no choice but to accept problematic Chinese policies, like de-facto annexation of disputed islands and oil and natural gas fields in the South China and East China seas.

But there's no way China can eliminate all of its geo-strategic risk. There may be no way China can enhance its military presence into its neighbors backyards without taking on substantial risk.

The ONI report concludes that China wants its military to be even more present in its region than it already is. That will never be comforting to Beijing's neighbors, many of whom, like India, Japan, the Philippines, and Taiwan, are involved in ongoing territorial disputes with Beijing.

China may not want open conflict — but that doesn't mean its naval policy won't make conflict significantly more likely.

New satellite images have revealed that China has constructed an airstrip on a stretch of disputed territory in the South China Sea - and could be planning to build another.

They reveal the country's rapid progress in constructing the runway on the contested Fiery Cross Reef which the Philippines, Vietnam, Malaysia, Brunei and Taiwan all claim.

China's building activity in the Spratly Islands has infuriated neighbouring countries and the United States whose leadership accused the country of bullying others with its 'military muscle'.

Images reveal Fiery Cross Reef virtually untouched by man-made structures in March 2014 but by March this year, it had been transformed into an artificial island which could be used for military operations.

They follow equally disturbing photographs released earlier this month showing a flotilla of Chinese vessels dredging sand onto another artificially-built island on the nearby Mischief Reef.

Controversial: Whereas just seven months later in March this year, dredging ships can clearly be seen around the artificial island which has virtually destroyed the reef

The worrying photographs were revealed by security analysts Jane's Defense Weekly who claim building work in the nearby Subu Reef could create space for yet another 3,000m airstrip.

And the same report suggested China was also working to extend a runway of that length in the Paracel Islands further north which is seen as a vital shipping route.

More than £3.3trillion worth of trade passes through the potentially energy-rich section of the South China Sea every year.

The images showed a paved section of runway 505m by 53m on the northeastern side of the reef which China began turning into an island with extensive dredging last year.

China's ambassador to the United States has said it was 'natural' that his country's reclamation work would include military defence facilities.

Cui Tiankai said there 'should be no illusion that anyone could... repeatedly violate China's sovereignty without consequences'.

Its actions in the South China Sea have been described as 'aggressive' by Senator John McCain, chairman of the U.S. Senate Armed Services Committee.

Force: Following their release, U.S. President Barack Obama accused China of using its military might to reclaim the contested territory in the South China Sea

He urged President Obama's administration to move more military resources into the economically important Asian region - and boost cooperation with Asian countries worried by China.

McCain claims Washington has a lot of work ahead to maintain its military advantage in the Asia-Pacific.

He added: 'When any nation fills in 600 acres of land and builds runways and most likely is putting in other kinds of military capabilities in what is international waters, it is clearly a threat to where the world's economy is going, has gone, and will remain for the foreseeable future.'

A U.S. State Department spokesperson said the scale of China's land reclamation and construction is fueling concerns in the region that China intends to militarise its outposts.

They said: 'We do not believe that large-scale land reclamation with the intent to militarize outposts on disputed land features is consistent with the region's desire for peace and stability.'

Japan's Vice Foreign Minister Akitaka Saiki said China had a duty to address regional concerns And his Korean counterpart Cho Tae-yong stressed the importance of stability in the South China Sea for trading nations like his.

China's leadership has hit back at U.S. President Barack Obama who last week condemned the country for constructing an artificial island on Mischief Reef in another section the disputed South China Sea.

Obama claimed Beijing was 'using its sheer size and muscle to force countries into subordinate positions' amid reports of controversial land reclamation efforts in the Spratly Islands.

But a furious Chinese leadership hit back by claiming that Washington which possesses - and wields - the greatest military muscle.

Only hours before Obama's comments, China's Foreign Ministry spokesman Hua Chunying added that it has 'indisputable rights' to the Spratly Islands and it was 'protecting its nation's sovereignty', according to the BBC.

She said the construction was to serve troops protecting the area, civilian activity such as search and rescue operations, scientific research and commercial fishing.

Before-and-after images from the area show aircraft runways appearing from jungle, solid masses where there was once coral and man-made harbours replacing natural reefs.

The country claims the work is necessary to safeguard its sovereignty which it asserts over most of the South China sea.

But the Philippines, Vietnam, Malaysia, Brunei and Taiwan all have overlapping claims to the region.

The dispute centres around hundreds of tiny shoals, reefs and islets in the South China Sea known as the Spratlys and the Paracels.

Several south Asian countries stake claim to the territory, though China tries to control the largest portion of the archipelago.

Beijing has claimed its right to the collection of land masses is 2,000 years old which, they say, includes the islands in Chinese history.

Taiwan supports its claim, and has its own airfield on the island of Taiping.

Vietnamese officials say their government has ruled over the land since the 17th century whilst the Philippines, the closest geographically, says the islands belong to them.

In 1974, Chinese forces seized the Paracels from Vietnam, killing 70 troops.

There were further clashes between the two countries in 1988, with 60 Vietnamese soldiers killed.

In 2012 China and the Philippines were embroiled in a lengthy maritime standoff over a Scarborough Shoal.

The Filipino military employed its largest warship for the dispute over the stretch of water which they call Panatag.

Upon boarding a Chinese military vessel for inspection, officials claimed they found live sharks, clams and illegal reef.

Later, Vietnamese border agencies refused to stamp passports asserting Chinese sovereignty over a handful of the islands and in January it was claimed China would be taken to a UN tribunal to challenge its stake.

The United States' military commander for Asia has said China could eventually deploy radar and missile systems on the outposts it is building in the region, which would give it the power to enforce an exclusion zone.

All these nations which have territorial conflict with china should start solving them with negotiations,China is a reality & it is here to say neither the US or the EU will help them.better to make peace & avoid unnecessary war

Well to be honest/fair i agree with you. Funny thing is its not china who started building runaways/fortifying its position on SCS islands. It was actually Vietnam first, followed by the philippines who strated this game. However, i blame China's CCP passivity for being so passive(as always) and waiting soooo long to even start any concrete claims/building in the region(as i said before the KMT would have done that long ago, had they been ruling China). You might be surprise why i will have prefered China to start doing this decades ago, reason for this is Yes for more peace and stability. Truth is had they started this decades ago when the region was still quite peaceful/most countries didnt really bother that much, then there wouldn't have been sooo much issues today. We now live in an information/tech savvy/interconnected world, where news spreads like fire. So its very dificult to do things today which you would have done yesterday or in the 80s-90s without anybody/common people ever finding out/bothering, thats without talking about Chinas current size(and it being a rival/trying to challenge to the U.S/west). So in some ways the CCP brought this onto itself IMO. Also giving the country's size its bound to attract more attention/scrunity than smaller countries(for example vietnam took some filipinos islands few decades ago without much fanfare.lool)

Th best solution to this crisis is just to share the resources between all parties , and joint/exploration/ownership of these islands. its either this, current status quo or war(where let the best/strongest win).

As for those members who think we will go to war with China because of some insignificant islands which by the way several other countries claim, its simply laughable/naive. We wont jeopardise our huge interests/business because of these barren small islands. they should be realistic. For example just check this news, just to give you an idea of U.S business interests in China, and mind you this is just one company: read this:

In China, Apple is bigger than Tencent, Lenovo, and all other tech brands

Western products are a hot product in China — especially if they have the word “Apple” on them.

As China’s economy continues to grow and more of its 1.36 billion people adopt cutting-edge technologies, Apple is one of the companies benefiting big time. In terms of revenues, Apple is the No. 1 tech brand in that nation by far, according to a report from research firm Newzoo. With $37 billion generated in China, Apple eclipses every other Western and domestic company competing in the market. It’s bigger than Chinese Internet company Tencent, which owns the massively successful League of Legends and Cross-Fire games. It more than doubles Huawei’s $17.5 billion and Lenovo’s $14.7 billion, and both are Chinese companies that also produce smartphones.

These revenues are an important indicator that Apple is leading the way in China, and game developers looking to enter the market would likely benefit from making iOS games for the region.

These enormous revenues don’t come because Apple is outselling its competition in terms of raw units shipped. Instead, the company has the premium products that act as status symbols for China’s growing upper classes.

“With the introduction in September 2013 of the iPhone 5S and the less expensive 5C, many analysts believed the lower priced 5C was finally a product tailored to Asian markets, in particular China,” Newzoo chief executive officer Peter Warman said. “Whether by luck or design, Apple’s blockbuster products in China are not the less expensive iPhone models such as the 5C but the high-end 5S, 6, and 6 Plus, along with iPads and iMacs. If there was ever any potent evidence needed that Chinese consumers have money to spend and are willing to pay for quality and status, this is it.”

And one thing that other companies could potentially learn from Apple is that the company didn’t treat the Chinese differently than it does its other consumers around the world. Traditionally, a Western company looking to get into China would partner with a domestic company that could produce a localized marketing strategy, but Apple ignored that. Instead, it used much of the same kind of marketing that has helped it conquer the rest of the globe, and it worked just fine.

That means Apple isn’t splitting a significant portion of that $37 billion with anyone else.

Other Western companies are also making a dent in China. Microsoft generated a bit less than 10 percent of its $86.8 billion in fiscal-year 2014 revenues in China, and Sony brought in $4.4 billion from the country. While these aren’t Apple numbers, that is money that those companies cannot ignore.

If some people/members here think our governments in the west/U.S will forego this because of some useless islands(which several countries claim by the way), then i think they need to get their heads checked with all due respect.

To be honest, this is quite funny.
same here bro. we always have similar views it seems.

Chinese island genesis program is not new, and is relatively minor compared to the man made islands developed by Japan. Their method is nothing new, actually.
