Well, that's a very generous assumption to China.
The problem is, and something OP
@beijingwalker will not tell you is that. China have its limits on Navy, because that's depends on the size of the coastline.
Setting aside whether or not Chinese Naval Tech is on par with the west (I can't say as there are no combat record of Chinese Navy) the major and probably the most serious problem is China do not have a collective defense structure, because China have no peer allies. Maybe Russia will back up the Chinese but in case you are wondering, most Russian naval asset are ties to the west near the Med, Black Sea, the Baltics and the Altantic Ocean, Russian pacific fleet virtually non-existence.
Now going back to the coastline, China have just 1 coastline without many outlying islands, which mean there are only limited space to build port. Traditionally making China a inferior on developing a Navy, because you can build however or whatever ship you want, but you have to have a home port to support them, otherwise it won't work, and in this case, you are talking about 83 US naval station vs 53 Chinese Navy port. And that's before we count US overseas port, in US territories (like Guam, Puerto Rico) or US Naval Base in foreign country (like Rota, Spain, Sasebo, Japan and so on). Just because the US does not need a big fleet in peace time, does not mean they don't have a surge capacity, on the other hand, US allies all have room to surge in time of emergency, which mean there are more possibility of growth to US and its allies than China in this sense.
The Chinese Naval district is separated into 4 fleet and the US 7 fleet (another 3 fleet can be mustered by reactivating Ready Reserve Fleet and US Coast Guard asset. Which mean Chinese number is always going to be outnumber by the US. Because once you build and staff all 4 fleet, then you are done, unless you can somehow start servicing ship inland, you can't build anymore even if you have resource and money to build them.
That is the major Achillies heels for Chinese Navy
