China Equipment Manufacturing Industry

To be honest, Pakistan needs someone to buy the energy now so it can minimize its costs, and move on to the next projects.

China could also look at extending the transmission lines to Central Asia or even Russia, as a way to implement OBOR projects quicker.
Take a look at the data, I believe excess electricity is only temporary. Industry need much more electricity. China has a lot of excess power, but still building more and more power stations because it will be too late when you desperately need it.

From the data below, I believe more industry and higher consumption(household air conditioner) in Pakistan will need 10X more power in next 2 decades. The only problem is where you get those power. Hydro-power is the best power Pakistan can get so far. Pakistan has good condition for solar power as well.

Hence the need for a transmission line that can share power where it is in peak demand, today, tomorrow, and in the future.

We can’t guarantee the future demand unless we invest in modernizing Pakistan in other sectors. but if we address the current state of oversupply of electricity and move one step at a time, it will create the most efficient system, and allow money to be spend on other more badly needed projects, such as in industrialization and modernization of agriculture.

Then we can come back and spend on electricity generation in Pakistan if supply is not available from China (Via the transmission line). This will also help give Chinese producers with excess electricity supply a market for decades to come.

As Deng Xioping said we should “cross the river by feeling for the stones”.
