Would China be open to linking the Pakistani electrical grid to China’s electrical grid, so that any excess power generated in either country could be sold or stored, and the cost of electricity lowered for consumers overall?

Don't underestimate Pakistan herself electricity demands. China's experience is redundant electricity is better than shortage.

I bet Pakistan will need 10x more electricity in next 2 decades.

That very well maybe true, but for right now, it will help stabilize the energy market, and when Pakistan’s demand goes up, it can rapidly buy more electricity if China has excess capacity. For now it will help cover some of the costs to build the electricity generation capacity. It’s win win for both sides. If Pakistan can cover this cost, it can quickly move on to taking out loans for phase 2 of CPEC, modernization of agriculture and the modernization of the railways.

I agree. When more and more Pakistan Hydro-power stations are ready, maybe it's time. Those Hydro-power stations are closer to China, should save a lot of money for the power line.

To be honest, Pakistan needs someone to buy the energy now so it can minimize its costs, and move on to the next projects.

China could also look at extending the transmission lines to Central Asia or even Russia, as a way to implement OBOR projects quicker.
