China Nuclear Power Development Center officially established

As China embraces the era of “safe and efficient development of nuclear power”, China Nuclear Power Development Center, subordinate to the National Energy Administration (NEA), is officially set up.

Business cope of China Nuclear Power Development Center covers research on the laws and regulations, planning, policy and standards concerning nuclear power; work concerning the implementation of major special plans for nuclear power; construction, operation and safety monitoring of nuclear power; work concerning accident emergency, design and examination of fire protection, qualification of operating personnel and etc.; work concerning R&D, training, publicity and popularization of nuclear power; consultancy and evaluation of the independence of R&D, technology and equipment; international exchange and cooperation in nuclear power field.

Zeng Yachuan, first director of China Nuclear Power Development Center, once served as branch head of the System Reform Department of the Commission for Science, Technology and Industry for National Defense (COSTIND), and deputy head, and head of the Policies and Regulations Department of the NEA. Zeng also served as the deputy head of Nuclear Power Department after the NEA was established.

Information shows that the State Commission Office of Public Sectors Reform (SCOPSR) approved the authorized strength of China Nuclear Power Development Center as 20 in 2013 and claimed that the center would be officially established in 2016.

“The establishment of the center will further boost healthy development of China’s nuclear power industry”, a top management of a domestic nuclear power enterprise told journalist of www.yicai.com.

The government work report of this year promoted “safe and efficient development of nuclear power”. Ye Qizhen, a nuclear power expert, told the journalist that safety always comes first for the development of nuclear power.

China now really lives up to its reputation as “big nuclear power producer in the world”. According to official information, China now has 36 in-service nuclear power units and 20 under-construction nuclear power units, making itself No. 1 in the world in terms of the number of under-construction nuclear power units. Installed capacity of in-service and under-construction nuclear power units will reach 58 million kilowatts and above 30 million kilowatts, respectively, by the end of the 13th five-year plan period (2016-2020), suggesting that China’s total number of nuclear power units will rank second worldwide and by 2020, the installed capacity of in-service and under-construction nuclear power units will reach 88 million kilowatts.

It means that to ensure smooth completion of above-mentioned nuclear power development planning, China should construct 6-8 nuclear power units of over 1 million kilowatts every year during the 13th five-year plan period.

Of note, the journalist finds that no construction of new nuclear power units is approved in China yet since 2017. Industry insiders believe that large amount of nuclear power projects might be nodded to construct in China in the coming period.
 
China's wind power capacity continues to grow in Q1

BEIJING - China's installed wind power capacity continued to grow in the first quarter this year, according to the National Energy Administration (NEA).

China had 151 million kilowatts of installed wind power capacity as of the end of the first quarter, up 13 percent year on year.

Provinces of Qinghai, Shaanxi, Henan and Hebei increased the most in wind power capacity during the first three months, the NEA said in an official statement.

Wind power facilities generated 68.7 billion kilowatt hours of electricity in the first quarter, 26 percent more than in the same period in 2016.

Due to distribution of wind resources and an imperfect grid system, 13.5 billion kilowatt hours of wind power was wasted in the first quarter, down 5.7 billion kilowatt hours from the same period last year.

China's energy mix is dominated by coal. Power consumption rose 6.9 percent year on year in the first three quarters of the year, 3.7 percentage points higher than the same period last year, official data showed.

Thanks to China's push for renewable energy, the country's energy intensity, the amount of energy consumed per unit of GDP, decreased 3.8 percent year-on-year in the first quarter, the National Bureau of Statistics said earlier this month.

China's total energy consumption will be capped at 5 billion tons of coal equivalent by 2020, according to a government plan for 2016 to 2020. This will amount to a 15 percent reduction of energy use per unit of GDP by 2020.

The National Energy Development Strategy Action Plan has set an ambitious target for wind power, aiming to reach 200 gigawatts (GW) by 2020, up from 129 GW in 2015. It also plans for solar capacity to reach 100 GW by 2020, up from nearly 43 GW in 2015. The pledge also aims to expand geothermal energy capacity to reach 50 million tons of coal equivalent by 2020.

China plans to reduce coal’s share of total energy consumption to 58 percent by 2020, compared to 64 percent in 2015. Coal would have to be at about 4300 TWh and 900 TWh or so would be natural gas.

In a policy document, the National Development and Reform Commission (NDRC) said carbon dioxide (CO2) emissions will peak by 2030 and total energy demand will be capped at 6 billion tons of standard coal equivalent by 2030, up from 4.4 billion tons targeted for this year.

China said in its 2016-2020 five-year plan in March that it would aim to keep total energy consumption below 5 billion tonnes of standard coal equivalent by the end of the decade.

It aims to cap coal-fired power capacity at 1,100 gigawatts by the end of 2020, an estimated 55 percent of the country’s total. Coal-fired capacity stood at 960 GW at the end of last year, accounting for about 64 percent of the total.

According to China’s five year energy plan, by 2020,
* hydropower installed capacity will reach 380 million kilowatts (including 40 million kilowatts of pumped storage power stations)
* installed capacity of wind power will reach 210 million kilowatts.
* Solar Installed capacity of more than 110 million kilowatts,
* biomass power generation installed capacity of 15 million kilowatts,
* the total utilization of geothermal heating to 42 million tons of standard coal development goals.

These targets add up to a total of 580 million tons of standard coal by 2020, plus nuclear power, which basically ensures the completion of the 15% non-fossil energy development target for 2020, To achieve non-fossil energy accounts for 20% of the primary energy consumption target to lay a solid foundation.

China plans to invest 2.5 trillion yuan ($364 billion) into renewable power generation by 2020.

China aims for non-fossil fuels to account for about 20 percent of total energy consumption by 2030, increasing to more than half of demand by 2050, its state planner said on Tuesday, as Beijing continues its years-long shift away from coal power.

In a policy document, the National Development and Reform Commission (NDRC) said carbon dioxide (CO2) emissions will peak by 2030 and total energy demand will be capped at 6 billion tons of standard coal equivalent by 2030, up from 4.4 billion tons targeted for this year.

The NDRC said it wants to increase oil and underground natural gas storage facilities, but it did not give any further details.

The statement largely reiterated previous pledges contained in five-year plans and other policy documents and aimed at boosting wind and solar power usage.

China's photovoltaic power generation surges 80% in Q1

BEIJING - China's photovoltaic power facilities generated 21.4 billion kilowatt-hours (kWh) of electricity in the first quarter, up 80 percent year on year, new data showed Thursday.

The amount accounted for 1.47 percent in the country's total power generation, the National Energy Administration said in a statement.

Around 2.3 billion kWh of photovoltaic power, more than 10 percent of the total, was lost, partly due to the lack of supporting facilities and the mismatch of solar capacity with local power demand.

Newly installed photovoltaic power capacity in Q1 reached 7.2 million kilowatts, taking the total to 84.6 million kilowatts.

The country aims to install at least 105 million kilowatts by the end of 2020.

By 2020, electricity from renewable energy will account for 27 percent of China's total power generation.
 
China succeeds in mining combustible ice in South China Sea

GUANGZHOU, May 18 (Xinhua) -- China has succeeded in collecting samples of combustible ice in the South China Sea, a major breakthrough that may lead to a global energy revolution, Minister of Land and Resources Jiang Daming said Thursday.

This is China's first success in mining flammable ice at sea, after nearly two decades of research and exploration, the minister said at a trial mining site in the Shenhu area of the South China Sea Thursday.

China found flammable ice, a kind of natural gas hydrate, in the South China Sea in 2007.

International scientific circles have predicted that natural gas hydrate is the best replacement for oil and natural gas.

China's first Hualong One nuclear project takes shape

BEIJING, May 24 (Xinhua) -- China's first demonstration nuclear power project using Hualong One technology, a domestically developed third-generation reactor design, is taking shape, with its containment dome expected to be installed within the next two days.

Yu Peigen, deputy general manager of China National Nuclear Corporation (CNNC), said at a press conference Wednesday that its No. 5 unit in Fuqing in southeast China's Fujian Province is ready for dome installation, which is slated for Thursday or Friday.

A hemispherical dome, weighing 340 tonnes and 16.8 meters in diameter, will be installed by crane on the reactor featuring Hualong One design, according to Yang Ming, a member of the project management.

The dome will be used for protection against nuclear accidents under extreme conditions, and both its design and installation are very demanding processes.

Yang said the exact date would depend on weather conditions.

"The installation, if successful, will mark the completion of the construction work of the pilot and the beginning of the assembling stage," Yu said.

Started in May 2015, the pilot should take about 62 months to finish. Yu said the equipment manufacturing and construction work was on schedule.

He was confident that with continued improvement in risk control and project management, the first Hualong One project will be completed on time, although projects for other third-generation nuclear technologies have all faced delays in construction.

The Hualong One reactor was jointly designed by two nuclear power giants, China General Nuclear Power Group and CNNC, and passed inspection by a national panel in August 2014.

The government has since approved the use of Hualong One technology to build two reactors in Fujian Province, one being the No. 5 unit.

The country has actively promoted Hualong One at home and abroad. There are now four projects using Hualong One design under construction, including two reactors in Karachi, Pakistan.

During the Belt and Road Forum for International Cooperation earlier this month, the CNNC also signed a cooperation framework agreement with Argentina, a key emerging market for Chinese companies, which included using the Hualong One design for the country's fifth nuclear unit.

Yu said the CNNC would like to provide domestic clean energy solutions globally, as the company has both the technology and experience for overseas construction, operation and maintenance of nuclear projects.

Up to 85 percent of the Hualong One equipment is domestically manufactured, including core devices such as the reactor pressure vessel and steam generator, ensuring that Hualong One is safe and economical, according to Yu.

Xing Ji, chief designer of Hualong One, said the model incorporates unique safety designs that are able to deal with threats from extreme external damage such as the Fukushima nuclear crisis.

Yu said the state-owned CNNC is ready to scale up production and construction of Hualong One reactors in accordance with government planning if the pilot projects are carried out smoothly.

There will also be new Hualong models as progress is made in new experience, new concepts and technological breakthroughs, he said.

China plans to reach 58 million kilowatts of installed nuclear capacity by 2020.

Fuqing unit 5 to get its dome

Construction of the world's first Hualong One nuclear reactor unit at Fuqing in eastern Fujian province will reach a milestone with the installation of the dome on the containment vessel due to take place on Thursday or Friday.

The installation marks the completion of its civil construction work and the start of equipment installation, said Yu Peigen, deputy general manager of China National Nuclear Corp, one of the country's largest nuclear companies.

The fifth and sixth units at Fuqing use the domestically developed Hualong One pressurized water reactor design, a homegrown third-generation reactor, which Yu said is ready to be constructed on a mass scale.

"After some 30 years of learning and innovation, China has mastered the independent design and manufacturing of third-generation nuclear power facilities, and has shifted from being a novice to a pioneer in the nuclear sector worldwide," Yu said at a news conference in Beijing on Wednesday.

"The third-generation Hualong One reactor, being a star export, will also lead to more equipment manufacturers going abroad."

The Hualong One demonstration project is making smooth progress, and there is still a lot of room for China's nuclear capacity to grow, he added.

Xing Ji, chief designer of Hualong One at CNNC, said the pilot project will help pave the way for China's nuclear power equipment industry to go global.

With Chinese nuclear technologies gaining a presence worldwide in nations including the United Kingdom, Romania and Pakistan, CNNC has successfully exported six nuclear power units and eight reactors to at least seven countries, and has established links with more than 40 countries for further deals spanning the full nuclear industrial chain, he said.

According to a recent deal signed during the Belt and Road Forum, China will supply Argentina with two nuclear power reactors, including one Hualong One pressurized water reactor. The deal with Argentina to build a reactor in the South American nation starting in 2020 is the second one after CNNC's construction of a Hualong One reactor in Pakistan.

中核集团“华龙一号”总设计师邢继介绍,穹顶吊装是核电工程建设的重要部分,是会影响到整个建设过程中的关键环节。“穹顶本身是反应堆的一部分,同时它也是核安全相关的重要部件,能够包容未来可能发生的极端情况和核事故,所以穹顶吊装从设计、施工上要求很高。”根据设计,“华龙一号”反应堆的外壳可以在波音747级别客机撞击的情况下保持完好。

由于穹顶体积重量很大,不容易把控,因此吊装过程中可能会出现最终就位不精准的问题。此外,吊装也受到气象条件特别是风的影响。“风太大的话,会直接影响吊装稳定性,增加难度。”

邢继指出,“华龙一号”的穹顶有别于其他任何一个国内在建项目。半球体形状的设计,能够加大反应堆厂房的容积,增强受力结构,因此在极端情况下出现事故时,可以更好地包容,并承担更高的液压。

“我们积累了大量工程施工经验,而且现在采用吊装的工具、装备技术水平也是世界上最高的,吊装整体策划采用了数字化模拟方式,从计算机上已经多次模拟了整个吊装过程,据此制定出详细、周密的吊装方案,我们有信心顺利实现本次吊装工作。”邢继说。

中核集团副总经理俞培根表示,中核集团“华龙一号”国内外4台示范工程进展有序,各关键工程节点均按期或提前实现,是全球唯一按照计划进度建设的三代压水堆核电工程。他说:“我们有信心打破‘首堆必拖’的魔咒。”

“华龙一号”是我国自主创新、拥有完整自主知识产权的三代核电技术。2015年5月和8月,“华龙一号”国内外示范工程分别开工建设,标志着“华龙一号”作为国家自主化三代核电技术和“走出去”战略的主力机型正式落地。

福清核电五号机组计划工期62个月,俞培根介绍,自2015年5月7日开工以来,该机组设计、设备制造和建安施工等各项工作按照进度计划有序推进,工程安全和质量处于良好受控状态。关键设备如反应堆压力容器、蒸汽发生器、主泵、汽轮发电机组等制造周期长,目前进展满足工程进度计划要求。截至目前,各工程节点均按期或提前实现。

而同为第三代核电技术的EPR和AP1000均存在拖期。采用EPR技术、2005年开工的芬兰奥尔基洛托3号机组和2007年开工的法国弗拉芒维尔EPR机组,目前均未建成。原计划在2013年建成并投产的AP1000由于西屋公司提供的图纸存在严重的施工可行性问题,导致世界首堆三门核电1号机组一再延期,至今未能商运,美国30年来首批建设的4台AP1000机组也将延后建成。

据悉,2017年5月3日,反应堆厂房内部结构施工全部完成;5月7日环吊电气梁吊装就位;5月26日将完成穹顶吊装。

自2013年习近平主席提出“一带一路”倡议以来,100多个国家和国际组织参与其中,一大批合作项目陆续启动,有的已经落地生根,其中就有“华龙一号”海外工程——巴基斯坦卡拉奇两台核电机组的落地建设。

华龙一号已成为中国“一带一路”的新名片。在刚刚结束的“一带一路”国际合作高峰论坛期间,中核集团与阿根廷核电公司在北京人民大会堂签署了关于阿根廷第四座和第五座核电站的总合同,根据约定,双方将在2018年开工建设一台70万千瓦重水堆核电机组,在2020年开工建设一台百万千瓦级“华龙一号”压水堆核电机组。

至此中核集团出口海外核电机组增加至8台。据了解,目前,中核集团已与阿根廷、英国、埃及、巴西、沙特、阿尔及利亚、苏丹、加纳、马来西亚等近20个国家达成了合作意向。

目前,中核集团已与40多个国家和地区建立了科技经贸关系,正在商谈核电及铀资源、核燃料、核技术应用等核工业全产业链合作。根据国际原子能机构(IAEA)的数据,全世界有超过70多个国家已经或者正在计划发展核电,到2030年计划新建机组超过200台。

China's new third-generation reactor, using technology known as Hualong One, started its dome installation in Fuqing, southeast China's Fujian Province on Thursday, marking the construction work of the country's first pilot nuclear power project entering into a crucial stage. If successful it could herald the start of mass production of third-generation reactor nuclear power plants.

What is Hualong One?

Hualong One technology is a pressurized water reactor design that is applied to homegrown third-generation reactors.

Jointly developed by two Chinese nuclear power giants, China General Nuclear Power Group and CNNC, the Hualong One technology has been applied to the fifth and sixth units at Fuqing. One of its key features is that it is meant to increase the reactor's safety performance making it far more able to withstand serious damage.

"The reactors can even withstand a tsunami of the strength that triggered Japan's Fukushima disaster," vice chief engineer of the reactors Xue Junfeng told media in an interview in 2016.

The start of mass production?

The hope of all concerned in the current project is that a successful installation could mark the start of construction of third-generation reactors on a mass scale, the deputy manger of CNNC said at the press conference.

China's development of nuclear technology in power projects has also made fruitful achievements in export market.

"The third-generation Hualong One reactor, being a star export, will also lead to more equipment manufacturers going abroad."

During the Belt and Road Forum, China signed deals with Argentina to supply two nuclear power reactors in the South American country, including one using Hualong One design.

China successfully installed the containment dome for its first demonstration nuclear power project using Hualong One technology, a domestically developed third-generation reactor design, in east China's Fujian Province on Thursday.

The hemispherical dome, weighing 340 tonnes and measuring 46.8 meters in diameter, was installed by crane on the No.5 unit of China National Nuclear Corporation (CNNC) in Fuqing City at 5:58 p.m.

The installation marks the completion of construction work on the pilot project and the beginning of the assembly stage, said Yu Peigen, deputy general manager of CNNC at the site of installation.

The dome will be used for protection against nuclear accidents under extreme conditions, and both its design and installation are very demanding processes.

"The installation is much more difficult than that of traditional nuclear reactors because the whole weight of the dome and the ropes is more than 500 tonnes," said Yang Jianguo, the lifting commander at the site.

Construction of the pilot project began in May 2015 and was scheduled to take about 62 months to finish.

The successful installation of the dome will contribute to the development of China's domestic third-generation reactor design and enhance the confidence in Hualong One among Belt and Road countries to boost cooperation, said Wang Shoujun, chairman of CNNC.

The country has actively promoted Hualong One at home and abroad. There are now four projects using Hualong One design under construction, including two reactors in Karachi, Pakistan.

FUZHOU, May 25 (Xinhua) -- China successfully installed the containment dome for its first demonstration nuclear power project using Hualong One technology, a domestically developed third-generation reactor design, in east China's Fujian Province on Thursday.

The hemispherical dome, weighing 340 tonnes and measuring 46.8 meters in diameter, was installed by crane on the No.5 unit of China National Nuclear Corporation (CNNC) in Fuqing City at 5:58 p.m.

The installation marks the completion of construction work on the pilot project and the beginning of the assembly stage, said Yu Peigen, deputy general manager of CNNC at the site of installation.

The dome will be used for protection against nuclear accidents under extreme conditions, and both its design and installation are very demanding processes.

"The installation is much more difficult than that of traditional nuclear reactors because the whole weight of the dome and the ropes is more than 500 tonnes," said Yang Jianguo, the lifting commander at the site.

Construction of the pilot project began in May 2015 and was scheduled to take about 62 months to finish.

The successful installation of the dome will contribute to the development of China's domestic third-generation reactor design and enhance the confidence in Hualong One among Belt and Road countries to boost cooperation, said Wang Shoujun, chairman of CNNC.

The country has actively promoted Hualong One at home and abroad. There are now four projects using Hualong One design under construction, including two reactors in Karachi, Pakistan.

During the Belt and Road Forum for International Cooperation earlier this month, CNNC also signed a cooperation framework agreement with Argentina, a key emerging market for Chinese companies, which included using the Hualong One design for the country's fifth nuclear unit.
