Trump banned Huawei for representing a threat to National security. He didn't hide behind a pretext, he didn't use it to punish China covertly for perceived misbehavior or wrong doings.

The problem is they want it or not..

Until now, they prefer to invest in other field and let the market import those beef from other countries. In order to have fair balance trade with them, so their products can access those country market.
Especially from friendly countries like Russia, Brazil, Kazakhstan, and many others

You should read my post more carefully. They can build the biggest livestock farm in the world, but it still not enough. it like their other farms. They have very large farms, that we can't even imagine how big and how vast they are. But it still not enough for their 1.4 billions people.

Because those it is not only the number that make it difficult, but also their demand. Rich people demand more than poor ones.

Honestly, beef is only a small part of Chinese meat industry.
There are chicken, sheep, pork, fish and many others.

Russia becomes top-supplier of beef to China

Russia has overtaken Australia, Argentina and Brazil in beef exports to the Chinese market, which are likely to grow further over the next five years, the Center for Industry Expertise (CIE) of Russia’s Rosselkhozbank says.

China bought some 3.7 thousand tons of Russian beef in the first quarter of 2021, 20 times more than during the same period last year, the industry department of the agricultural bank reported.

Over 55% of Russia’s total cattle meat exports go to the Chinese market. Overall, Russia sent about 6.5 thousand tons of cattle meat abroad in January-March, nearly two and a half times more than a comparable period in 2020.

Cattle meat production in Russia has been growing since 2018, with experts stating that its dynamics remained positive, even amid the pandemic. Russia produced a total of 314,000 tons of cattle meat in the first quarter of 2021.
