Russian doctrine is the same during the Cold war where they have dozens of bombers and have to fire hundreds of missiles to take on a U.S. battlegroup. Same for submarines as well with the Oscar class with dozens of missiles. Same thing applies to drones. And CIWS fires thousands of rounds per minute, and they will run out in seconds.

Russian doctrine was with hundreds of large (5 m+ long, 1000+ kg, bigger than cars) cruise missiles costing millions of dollars each and ranges of 200-1000 km.
