China navy is capable of power projection.. Much much further than Sri Lanka. As demonstrated in 2 occasion of libya evacutation and Anti-piracy campaign near Somali water.

We evacuated Indians from Libya by Air India aircrafts and ferries. Some were ferried to Alexandria and from there they were flown to India by IAF aircrafts. We rescued 18,000 of our citizens from Libya b/n Feb 26 and March 10, 2011...a mammoth task by any means.

The Project Consists of Bunkering Fuel Oil System, Aviation Fuel Oil System, and LPG System. There will be total number of fourteen tanks with the capacity of 80,000m3, Pump house, two gantry filling pumps and six transfer pumps and Piping System, Loading unloading Arm for Oil Pier, Water Drainage System, Waste Water treatment facility, Fire fighting facility and Fire Alarm System, Power Supply System, Communication System, Administration Building, and Control Room.
Estimated Cost

The Phase - 1 of Colombo Port Expansion Project is to be carried out in Stages. The first stage of the development involves the basic infrastructure with public funds (US$. 375 million) and the second stage involves development of the South Container Terminal with public-private partnership (SLPA 15% equity). East and West terminals will be next stages.
