Indian scientists have already come up with AHWR design which minimizes plutonium requirement and breeds U-233 from thorium in-situ. All it needs is U-Pu MOX, which France can easily supply under wavier. Quite a few AHWR are under construction within India.
Also Indian scientists are working on ADS which again requires no plutonium. We are currently among very few countries having this research undertaken.

China needs that 12.6 % to be 50% +. Hence the desperation from their side. China was able to soak up 56 billion dollars worth of goods and service in Pakistan as investments -- mostly inform of long term loans which Pakistani will now be paying back.

China wants 300 billion worth of goods and services to be sold... errr.... invested in India on similar terms. That will help them to move their internal debt out of China and into India there by reducing their own internal debt burden on state owned enterprises. Kapish?

It was planned initially but mostly projects haven't started yet and they won't start either. Only one 660 MW sahiwal plant is operational and a 100-200 MW at most from IPPs, no more than this.
Thirdly, Pakistan is currently producing more than 18,000 MW of electricity and the prodution will cross 25,000 in the next few years mostly from Hydro, Nuclear, Solar & Wind not coal. There's a big difference in planning & implementation.

The article is from May 2017. Do you have a source to support and substantiate that those projects will never be started? BTW, Dawn is your own Pakistani news paper, and I have no reason to doubt it.

You do realize that Pakistan is obliged to use only Chinese good and services under CPEC, right? Also for those private investment, who is the guarantor of returns? AFAIK, China needed a guarantee and GoP made it. So if those projects do not generate revenue, GoP will tax Pakistani to provide guaranteed returns.
