ISLAMABAD: Defence Minister Chaudhry Ahmed Mukhtar said on Saturday that China had “acceded to Pakistan’s request to take over operations” of the Gwadar port as soon as the agreement with the Singapore Port Authority expired.

The minister, who had accompanied the prime minister during his visit to China, issued a statement to press about the development.

But the statement was silent on an important point: whether China will wait till 2047 for taking over the port. According to the concession agreement between Gwadar Port Authority (GPA) and PSAI-AKD group, signed on Feb 6, 2007, the arrangement will be valid for 40 years.

Under the agreement, the Gwadar Port Authority receives revenues from consortium of PSAI-AKD.

Mr Mukhtar said Pakistan was grateful to the Chinese government for building the Gwadar port. “However, we shall be more grateful to the Chinese if they agree to build naval base at Gwadar.”

Gwadar, the country’s third port after Karachi and Port Qasim, lies on the Arabian Sea. It is 533kms from Karachi and 120kms from the maritime frontier with Iran.

FRIGATES: Ahmad Mukhtar said that during meetings with Chinese officials, he had discussed important strategic and economic matters. “Pakistan requested for frigates of 4,400 tons on credit basis. We also requested the Chinese to train our personnel in running submarines.”

According to Mr Mukhtar, the prime minister also asked his counterpart, Wen Jiabao, to consider inducting the JF-17 Thunder aircraft into the PLA (Peoples Liberation Army) fleet as it would enable Pakistan to sell a large number of the planes to other countries.

The Chinese government had agreed to “our request to equip our air force with FC-20 aircraft”, the minister added.

He also said Islamabad had asked Beijing to convey a message to Washington that “our sovereignty be respected”.

The Chinese government “assured us of help in removing hurdles in the way of Pakistan’s progress”, the defence minister said.

Good news. Gwadar Port is going no where under Singapore Port Authority and under the PPP government. Maybe China with its experience and knowledge, can turn Gwadar into another Hong Kong. Hopefully.

BEIJING: China said on Tuesday that it had not heard of Pakistan’s proposal for China to help it build a naval port at the deep water port of Gwadar.

“Regarding that specific cooperative project, I have not heard of it,” Foreign Ministry spokeswoman Jiang Yu told a regular news briefing in Beijing.

“It’s my understanding that during the visit last week this issue was not touched upon,” she said.

She was referring to Pakistani Prime Minister Yusuf Raza Gilani’s visit to Beijing last week. During his visit, Gilani called on Chinese firms to invest in Pakistan’s energy sector, in a bid to boost a moribund economy hit by massive floods last year and a weak Western investment.

“There is great potential for the participation of Chinese corporations in the development of the energy sector in Pakistan. This includes hydro, thermal and renewable energy,” Gilani told a joint business forum in Beijing.

Earlier this week, Defence Minister Ahmed Mukhtar said that China has agreed to take control of operations at the Gwadar Port.

In a statement issued after his visit to China, the Defence Minister had said that China will take over control of the Gwadar Port Authority once the contract with the Port of Singapore Authority (PSA) expires.

Former president Pervez Musharraf had given management and operational control of Gwadar Port to PSA in February 2007 for a period of 40 years.

Pakistan announced Saturday that China has agreed to its request to take over operations at a major port, while hoping that Beijing can also help build a naval base there, according to media reports.

"The Chinese government has acceded to Pakistan's request to take over operations at Gwadar port as soon as the terms of agreement with the Singapore Port Authority (SPA) expire," Associated Press of Pakistan (APP) quoted Defense Minister Chaudhry Ahmad Mukhtar as saying in a statement.

According to APP, Mukhtar said Pakistan appreciated that the Chinese government agrees to run the port, but would be more grateful "if a naval base is constructed at the site of Gwadar for Pakistan."

The statement by Pakistan's defense chief was made after his visit to China with Prime Minister Yousaf Raza Gilani.

During Gilani's visit, Pakistan also requested frigates of 4,400 tons on a credit basis and asked the Chinese government to train Pakistani personnel in submarine operations, APP said.

However, the defense minister did not mention when China will take over operations at Gwadar port.

Gwadar port, 333 kilometersfrom the exit of the Straits of Hormuz, is the third deep-sea port of Pakistan following Karachi port and Bin Qasim port.

Gwadar has been run as a commercial port under the current deal between Pakistan and SPA, so China's possible takeover is merely a business activity based on market rules, Zhao Gancheng, director of South Asia Studies at the Shanghai Institute of International Studies, said to the Global Times.

"Pakistan's hope of cooperation with China in building a naval base is nothing but a proposal," Zhao added. "The suggestion is natural given the fact that China helped Pakistan construct Gwadar port."

India's Defense Minister A.K. Antony last week voiced "serious concern" toward so-called growing defense ties between China and Pakistan and said New Delhi's only answer is to strengthen its military capabilities, Reuters reported.

As a major world trade power, it is obvious that China has its own interests in the Indian Ocean, just like other countries in the region, including India, Zhao told the Global Times Sunday.

"It serves China's interests to see peace and stability in the region so any speculation on China-Pakistan cooperation will be meaningless," he added.

Reports of China's agreement to run Gwadar port came amid the recent diplomatic row between Pakistan and the US following Washington's unauthorized military operation to kill Osama bin Laden on Pakistani soil.

US President Barack Obama has said he would approve a similar military operation if another militant leader were found in Pakistan.
