By the same standard Canada, Belgium, Switzerland. Neither do all their people living in China speak the same language as their primary. Who are you to set imaginary standards for what is a country? It is the people of said country who decide this, not you.
There was never found a direct link between genetics and IQ. And that is if you except the IQ tests to accurately convey intelligence, which by no means is certain. At best it is relatively good at measuring intelligence in the west as it was designed by and for westerners. In any case averages over large populations is not a too telling alone, I would like to see at least some standard divination figures too.
Canada, Belgium, and Switzerland are all >80% the same race, though Canada will experience increasing instability due to the increasing diversity of culture and language in the country. Belgium... huh... Have you ever been to Belgium? Do you know how many problems they have regarding the different languages in the two provinces? Many have called for secession; others have called for France and Holland to annex Wallonia and Flanders, respectively.
Also, over 2/3's of Swiss speak German, so you are wrong again.

Never a direct link between genes and IQ... China was the 2nd poorest country in 1980 (only Mozambique was poorer). China's IQ has stayed stable through thick and thin, through boom times and depressions. Chinese IQ was about 105 in 1960, in 1980, and is the same today.
Doesn't matter how rich or poor, they have remained the same. I wonder how your environmental thesis explains that.
East Asians (Chinese, Korean, and Japanese) have more or less the same IQ, at around 105. This hasn't really changed in the last 50 years, no matter how much wealth E. Asians have accumulated.
