China to set up Xiongan New Area in Hebei

Xinhua, April 1, 2017

China announced Saturday it would establish the Xiongan New Area in Hebei Province, as part of measures to advance the coordinated development of the Beijing-Tianjin-Hebei (BTH) region.

This is another new area with national significance after the Shenzhen Special Economic Zone and the Shanghai Pudong New Area, according to a circular issued by the Communist Party of China (CPC) Central Committee and the State Council.

The move is a "major historic and strategic choice made by the CPC Central Committee with Comrade Xi Jinping as the core," said the circular.

The New Area, about 100 km southwest of downtown Beijing, will span three counties that sit at the center of the triangular area formed by Beijing, Tianjin and Hebei's provincial capital Shijiazhuang.

The move will help phase out non-capital functions from Beijing, explore a new model of optimized development in densely-populated areas, and restructure the urban layout in the BTH region, according to the circular.

The New Area will cover around 100 square km initially and will be expanded to 200 square km in mid-term and about 2,000 square km in the long-term.

Beijing's population is already very high and still climbing. once intercity rail from bedroom communities makes commutes easier, it should relieved some pressure from Beijing. the Beijing, Tianjin, Shijiazhuang triangle with xiongan in the middle should make some interesting developments.

The 3 cities that will be setup to become Xiongan. very cool name, good choice.

Progress to megacity integration

China is breaking the administrative barriers between Beijing-Tianjin-Hebei. This will enable coordinated development.

Transportation, education, medical, economic, ecological services are moving towards integration in the cities which make up the 130 million person Jing-jin-ji megacity area.

General manufacturing enterprises are being shifted out of Beijing to the other areas. Beijing, Tianjin and Hebei have gradually formed three complementary advantages, integration and are promoting the integration of industrial structure. Beijing Ji Caofeidian collaborative development demonstration area, Tianjin Binhai - Zhongguancun Science Park, Tianjin and Kyrgyzstan are advancing research and development cooperation.

In 2016, Beijing enterprises investments in Tianjin increased by 26% and Hebei investment increased by 100%. There are thousands of intercity projects and hundreds of billions of dollars of investment.



Jing-Jin-Ji is not the only super urban region in China. In Pearl River Delta Region another mega-city measuring some 180,000 square kilometres (70,000 square miles) is forming. With an estimated population of 64 million people, the southern China's financial and manufacturing hub stretches from Guangzhou to Shenzhen, which borders Hong Kong.

Shanghai is at the core of the larger Yangtze River Delta, home to nearly 160 million residents crowded into an area the size of Oregon. The Yangtze Delta includes the provinces of Zhejiang, Shanghai and Jiangsu and stretches from Ningbo, through Hangzhou, Shanghai, Suzhou, Changzhou, and Zhenjiang to Nanjing.

China is merging the cities in the area into a unified megaregion using high speed rail and other infrastructure.

There are about 170 million people in the area now but should have about 260 million in ten to fifteen years as the full integration is achieved.

Megacities and One belt One road are core to China's 100 year economic strategy

According to a strategy detailed in a recently released report, the Jing-jin-ji megalopolis is one of three key projects aimed at boosting China's economy over the next 100 years along with the Yangtze River Delta Economic Region, led by Shanghai in the south, and the "One Belt, One Road" program in the west, which was created to promote China's trading links with Asia, Europe and Africa.

While it is supposed to become a motor for innovation and growth within China, some experts think Jing-Ji-Ji could also become a model of sustainable growth for the rest of the country and the world.



In 2015, the Paulson Institute released a report entitled China’s Next Opportunity: Sustainable Economic Transition. The report focuses on the Beijing-Tianjin-Hebei region (or Jing-Jin-Ji), making the case that this region—the seat of China’s central government, one of its fastest-growing urban areas, and one of the most important industrial zones in China—has the potential to dramatically reduce emissions and lead the way for China’s nationwide transformation toward a more sustainable economic model.

The report notes that the Jing-Jin-Ji region is well-positioned to become a model for the rest of the country, and potentially the globe, for several reasons: 1) The region’s size, diverse economic mix, and strong policy and regulatory environment contribute to its potential to transition its economy. 2) Hebei Province, currently the most industrial part of the region, has existing manufacturing infrastructure and strong wind and solar resources that could provide the basis for a significant increase in clean, renewable energy production and deployment.

“All eyes are on the Jing-Jin-Ji region as a testing ground for innovative solutions to China’s complex sustainable development challenges. By concentrating investments in renewable energy sources and upgrading the energy efficiency of industry.

The Economist had a report in late 2016 that updated the Jing-jin-ji progress.

China is making progress towards its 130 million person megacity. Jing-Jin-Ji — which stands for "Beijing-Tianjin-Hebei" — is a central plank of the country's economic development plan over the next century. In November, the government approved $36 billion to build 700 miles of rail within three years.

Those living just outside Beijing's city limits, who now spend five to six hours a day on their commutes, are expected to be the main beneficiaries of a new transportation system serving the megalopolis.

In the longer term, 24 intercity railways are planned for completion by 2050 — eight alone by 2020. The goal is a "one-hour commuting circle" across the area, according to the government.

The government is expected to spend hundreds of billions of dollars on transportation and infrastructure projects that would connect about 130 million people living in Beijing, the bustling port city of Tianjin and 11 other cities in Hebei province.

A crucial part of the strategy is the revitalization of Tianjin as a base for advanced manufacturing and international shipping. Beijing would remain as the nation's capital and its political and cultural center, while Hebei province would shift to clean manufacturing and wholesale trading.

"By developing Tianjin, we can encourage a redistribution of talent," he said. "Education and housing is cheaper by half here than in Beijing."

It is hoped that the project will boost the movement of talent and labor and help underdeveloped areas catch up, a scenario that should benefit Hebei, which has an average income of 40 percent that of Beijing and Tianjin.

With high-speed rail links, residents of Chongli county — one of the hosts of the 2022 Winter Olympics — will be able to get to Beijing in just 50 minutes. Today, the trip takes three to four hours by car.

BEIJING, April 2 (Xinhua) -- China's decision on Saturday to set up the Xiongan New Area near Beijing will usher in a new chapter in the country's historic transitioning to coordinated, inclusive and sustainable growth.

In terms of national significance, the area parallels the Shenzhen Economic Zone and Pudong New District, China's successful test beds for reform and opening up. The area will operate as a new growth pole for the country's economy, and also aim to curb urban sprawl, bridge growth disparities and protect ecology.

It is unprecedented to have a special zone with such inclusive development value. It is of huge significance as coordinated and sustainable growth is so important for the country.

The area is about 100 km southwest of downtown Beijing and will become home to facilities not related to the capital that were relocated from Beijing, where breakneck urban growth has given rise to "urban ills" such as traffic congestion and air pollution.

After the new area takes shape, Beijing will focus on serving as the country's capital, easing its mounting population and pollution problems.

The area will boost the economy in the surrounding region around the capital where Beijing's wealth and prominence have not spread.

The three counties that the new area covers reported a combined GDP of about 20 billion yuan (2.94 billion U.S. dollars) last year, less than 1 percent of Beijing's economic output. After resources flow into the region, Xiongan's economy will make a big difference.

Last but not least, Xiongan will help address the chronic pollution that restrains the region's development potential and jeopardizes public health.

Protecting local ecology will be a priority, as the authority does not want to repeat the outdated practice of "pollution first, treatment later." People will live in a cleaner and safer environment.

Xiongan will be an answer to China's growth conundrum: breakneck urban sprawl must give way to a balanced and inclusive development strategy.

The creation of the area is the right decision at the right time. Xiongan will be more than a mere replica of China's past success; it will tell the tale of the future of a new city.

what's the chance of xiongan being the captial of Hebei once it's decently built? i'm thinking the Beijing, Tianjin, Xiongan triangle will form the "Core" of Jing-Jin-Ji mega region. Xiongan is right next to the largest water reservoir in north china. i'm thinking they will enlarge this by 3x and have Xiongan develop near a large lake. right now the daqing river runs right thru current xiongan area. property prices are going CRAZY only a few hours after this announcement.
 
'Seventh ring road': One step closer to Beijing, Hebei integration

A highway that is expected to further integrate Beijing and neighboring Hebei province is close to completion, China's top economic planner said.

According to the National Development and Reform Commission, the feasibility study of a section of the highway has been approved, which means the road is one step closer to completion.

The ring-shaped road, with a total length of 940 kilometers, will connect suburban Beijing with cities in Hebei province, including Zhangjiakou, a co-host city of the 2022 Winter Olympic Games.

Experts say the road will promote the joint development of Beijing, Tianjin – a port city close to Beijing – and Hebei province, and will also help ease traffic congestion and improve air quality of China's capital city.

Nicknamed the "seventh ring road" after the six ring roads that already encircle Beijing, the highway is to connect the new airport of Beijing which is currently under construction with the Beijing Capital International Airport.

This is a public-private partnership (PPP) project with a total investment of 12.18 billion yuan ($1.77 billion).
