They are only charged full adult fare if they want to reserve tickets (which generally means they will not be affected in any major financial way since people that reserve tickets are generally doing ok). Unreserved tickets (which are what the lower income people go for most of the time) will still keep the concession fare for kids.

If reserved tickets are for some upper class or upper middle class, then maybe it is ok. In China, students have access to concession tickets only on second class of high-speed trains, have to pay full price if they want to take first class or vip class.

I remember kids under certain height only need to pay 1/4 of the normal fare on Chinese trains. Is it still in effect?

Less than 1.2m free, more than 1.2m half price, all seats/beds reserved.
