What if we start the same level of cooperation with KSA on Gawadar and Jiwani port?

Secondly, is it economical to send goods to Afghanistan & Central Asia via land-sea-train-land route than airlift goods--while these countries have little markets for India to capture?

Chahbahar is not a threat to Pakistan other than potential entry of smuggled Indian goods via Iran/Afghanistan.

So Indians had been going out of their way to promote Chabahar as some kind of a counter to Gwadar.

Chinese Military assets in Gwadar means problem not only for GCC but even Republic of India. Iranians are having good relations with Russian Federation and even Russian Airforce is using Iranian Air bases .

India is keen on expediting development of Chabahar Port in Iran and hopes to complete the first phase of the project next year, Union Minister Nitin Gadkari has said. Located in the Sistan-Balochistan province on the energy-rich Persian Gulf nation’s southern coast, the port is easily accessed from India’s western coast, bypassing Pakistan.

“We can complete the work on the first phase of the project in 2018… The funds are likely to be released shortly,” Shipping, Road Transport and Highways Minister Gadkari told PTI.

“Tenders are out for the project,” the minister said.

Kandla Port has floated tenders inviting global bids for supply and commissioning of terminal tractor trailers, forklifts, reach stackers, empty container handlers and yard cranes among other equipment at Shahid Beheshti Port, Chabahar, Iran.

The Cabinet has already approved funds for development of the project.

For greater trade and investment flow with Iran and neighbouring countries, the Cabinet last year had cleared proposals for development of Chabahar port including through a USD 150 million credit from Exim Bank.

It also authorised the Shipping Ministry to form a company in Iran for implementing the Chabahar Port Development Project and related activities.

As per the MoU signed between the two nations in May last year, India is to equip and operate two berths in Chabahar Port Phase-I with capital investment of USD 85.21 million and annual revenue expenditure of USD 22.95 million on a ten year lease.

Ownership of equipment will be transferred to Iranian side on completion of 10-year period or for an extended period, based on mutual agreement. The Iranian side had requested for provision of a credit of USD 150 million in accordance with the MoU.

As per the per the pact, operation of two berths is to commence within a period of maximum 18 months after the signing of the contract.

Besides the bilateral pact to develop the Chabahar port, for which India will invest USD 500 million, a trilateral Agreement on Transport and Transit Corridor has also been signed by India, Afghanistan and Iran.

Stupid Chinese Communists promoting One Belt Initiative and CPEC -did not take into account that the most important road connectivity is between Delhi and Kabul passing through Pakistan via Lahore. This would have promoted economic upliftment of people and regions along the way

The reason for Chinese to go for OBOR and CPEC without solving the border dispute with Republic of India is mainly to stop Republic of India getting the Permanent Seat at UNSC with Veto powers.

NSA Chief Ajit Doval have made a proposal to solve the dispute with Pakistan and regain 130 kms of border land and connect with Afghanistan.

The work on the strategic Chabahar Port in Iran for which India will invest $500 million is progressing fast and the country has already formed a global port company there, Union Minister Nitin Gadkari said on Monday.

“We have already formed a global port company there [Chabahar Port],” he said at the launch of a roadshow for the National High Authority of India’s (NHAI) rupee denominated masala bonds here.

The Minister of road transport and highways stated that the work at Chabahar was progressing fast.

Mr. Gadkari had visited Tehran in May 2015 and both the nations had inked a pact to develop the Chabahar Port.

In August, Mr. Gadkari had said Iran had given “very good offers” to India to develop the integrated Chabahar Port, which has a special economic zone (SEZ).

Chabahar port, located in the Sistan-Balochistan province on the energy-rich Persian Gulf nation’s southern coast, lies outside the Persian Gulf and is easily accessed from India’s western coast, bypassing Pakistan.

Mr. Gadkari also said India was keen on signing dollar-denominated borrowing for major ports as the country sees potential in this sector.

“Today, we have potential in ports sector, we have turnover of Rs 5,000 crore in dollars. We are in the mood to sign the agreement for borrowing for major ports,” he said.

He cited the successful experience of dollar-denominated borrowing in the past for port projects.

Likewise, once the approved NHAI International starts getting revenues in dollars, it would be easy to get into dollar-denominated borrowing as there would be no need to hedge risk for funds from international market, he said.

NHAI International has received requests to undertake road projects from neighbouring countries such as Sri Lanka, Myanmar and Nepal as well as African states, Mr. Gadkari said.

This would then create dollar-revenue for NHAI International and access to international borrowing, he said.

NHAI has approval to raise up to $750 million but this is a debut issue, said Rakshat Kapoor from Nomura investment banking team in India.

All proceeds will be for NHAI projects, he said.

The NHAI masala bond roadshow will continue in Hong Kong on April 26 and in London on May 8.

Masala bonds are rupee-denominated bonds issued outside India. They will be listed on exchanges in Singapore and London next month.

Cabinet approves Bilateral MoU between India and Iran

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the Bilateral Memorandum of Understanding (MoU) between Securities and Exchange Board of India (SEBI) and Securities and Exchange Organization (SEO), Iran in relation to mutual cooperation on matters pertaining to securities markets.

The MoU is likely to promote further development of economic links and cooperation between the two regulators, and aims at creating conditions for an effective development of securities markets in the two countries. It would also contribute towards strengthening the information sharing framework between the two countries. It is expected to add value to overseas mutual cooperation and regulation activities of SEBI and SEO, Iran.

Western manufacturers are shying away from supplying equipment for an Iranian port that India is developing for fear the United States may reimpose sanctions on Tehran, Indian officials say, dealing a blow to New Delhi’s strategic ambitions in the region.

Lying on the Gulf of Oman along the approaches to the Straits of Hormuz, the port of Chabahar is central to India’s hopes to crack open a transport corridor to Central Asia and Afghanistan that bypasses arch-rival Pakistan.

India committed $500 million to speed development of the port after sanctions on Iran were lifted following a deal struck between major powers and Tehran to curb its nuclear programme in 2015.

But the state-owned Indian firm that is developing Chabahar is yet to award a single tender for supplying equipment such as cranes and forklifts, according to two government sources tracking India’s biggest overseas infrastructure push.


U.S. President Donald Trump denounced the nuclear agreement on the campaign trail, and since taking office in January has accused Iran of being a threat to countries across the West Asian region.

Swiss engineering group Liebherr and Finland’s Konecranes and Cargotec have told India Ports Global Pvt Ltd., which is developing the deep water port, they were unable to take part in the bids as their banks were not ready to facilitate transactions involving Iran due to the uncertainty over U.S. policy, the two officials said in separate conversations with Reuters.

Fear of sanctions

These firms dominate the market for customised equipment to develop jetties and container terminals. One official said the first tender was floated in September, but attracted few bidders because of the fear of renewed sanctions. That fear has intensified since January.

“Now the situation is that we are running after suppliers,” one official said, speaking on condition of anonymity because of the sensitivity of the matter.

A Konecranes spokeswoman declined to comment beyond confirming the company was not involved in the project.

Cargotec and Liebherr did not respond to requests for comment.


Some tenders have been floated three times since September because they failed to attract bidders. A Chinese firm, ZPMC, has since come forward to supply some equipment, the same Indian official said.

Mr. Trump has called the agreement between Iran and six major world powers restricting Tehran’s nuclear programme in exchange for lifting of sanctions “the worst deal ever negotiated.”
