Central Market, Kuala Lumpur - A Template for Empress Market, Karachi?

Central Market is located in the heart of Kuala Lumpur, Malaysia. It was built in 1888 by the British and served as a "farmer's market" or "wet market" for several decades. In 1985 it was converted into a market for handicrafts and other cultural artifacts, and has since been a major attraction for domestic and foreign tourists.

Karachi's Empress Market was built about the same time, by the British, for the same purpose. Could we do something similar with it now?
