Ceasefire Violations J&K

During the year 2017, 860 cases of ceasefire violations and during the year 2018 (upto January), 209 ceasefire violations have been reported along Indo-Pakistan Border (LOC) in the State of Jammu & Kashmir.

This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in written reply to a question in the Rajya Sabha today.

Srinagar, March 9

An Army jawan was injured along the Line of Control (LoC) in a ceasefire violation in the Uri sector in Baramulla district, the Army said today.

Srinagar-based defence spokesman Col Rajesh Kalia said Pakistan violated the ceasefire this morning, which was retaliated appropriately. “Unprovoked ceasefire violation by Pakistan in the Uri sector this morning in which one soldier was injured. He was taken to Army’s 92 base hospital in Srinagar,” he said, adding “our troops retaliated appropriately.”

Sources said the Pakistan army fired at Indian posts in the Churnada sector, some 120 km from Srinagar, this morning. “The Pakistan army fired at our posts around 4 am and we responded to it. The exchange of fire continued for a brief time,” the sources said.


This is the first exchange of fire along the LoC in the Kashmir region in the past nearly two weeks. On February 24, Indian and Pakistani troops exchanged heavy artillery in the Uri sector — first time after the ceasefire agreement in 2003 — that triggered a panic in the entire sector. The exchange of heavy fire triggered migration of over 100 families along the LoC from Balkote, Silikote, Tilawari and Churnada villages. However, these families returned home last Friday.


Apart from the Uri sector, ceasefire violations by Pakistan took place in the Tangdhar sector in Kupwara district last month. BSF Constable Sunil Murmu of the 124 Battalion was killed at Tangdhar by a sniper from across on February 22. Pak: LoC situation deteriorating

Islamabad: Pakistan Foreign Minister Khawaja Asif on Friday said the situation on the Line of Control and working boundary with India has been rapidly deteriorating since 2017. Responding to a query in the National Assembly, he alleged India had committed more than 400 ceasefire violations along the LoC and the working boundary since January in which 18 civilians had been killed. Villages in Poonch district targeted

Pakistani troops resorted to heavy shelling from across the border, targeting forward posts and villages along the Line of Control (LoC) in Poonch district of Jammu and Kashmir, the police said.

Heavy shelling in the Mankote sector started around 7.40 a.m., prompting strong retaliation from the Indian Army, a police officer said.

He said shelling from both sides was going on when last reports were received. However, there was no immediate report of any casualty.

There has been a spurt in ceasefire violations by Pakistan along the LoC and the International Border this year, resulting in the death of 21 persons, including 12 security men.

Safety and Security of People in Border Areas

The following measures have been taken by the Government to check ceasefire violations/ cross border firings and to ensure safety and security of people living at the Indo-Pak border:

(i) All the forward posts are adequately strengthened to withstand enemy fire. Besides there are well-established Standard Operating Procedures (SOPs) to safeguard against enemy action to minimize own casualties.

(ii) Immediate and effective retaliation by Indian Army and BSF Personnel is carried out during instances of unprovoked fire and ceasefire violations. In addition, all violations of ceasefire are taken up with Pakistan authorities at the appropriate levels, through the established mechanism of hotlines, flag meetings as well as talks between the Directorate Generals of Military Operations of the two countries. Written protest is also lodged for every incidents of Cross Border Firing.

(iii) BSF regularly interacts with border population situated close to border and educates them not to move in vicinity of areas prone to unprovoked fire without prior information / permission of BSF. Efforts are also made to inform the villagers on occurrence of cross-border firing.

(iv) Government has sanctioned construction of 14,460 bunkers, to mitigate the hardships being faced by people living on IB/LC, due to Cross Border Firing.

(v) Diplomatically, India has repeatedly emphasized, including at the highest level, the need for Pakistan to uphold the sanctity of the Line of Control (LC) and abide by the ceasefire commitments along the International Border and LC.

Casuality Evacuation: Mendhar Sector

In a case of indiscriminate mortar shelling at Balakot near Gursai, Thesil Mendhar, Dist Poonch on 18 Mar 18 morning, seven people were injured, of which five succumbed to their injuries. The two survivors were evecuted to Jammu by helicopter.

The crew of the helicopter belonging to 132 FAC flight, Flight Lieutenant Mittal and Flying Officer Akash quickly swung into action and landed at rajouri at 1200. They were airborne with, Maurin aged 7 years and Nourin aged 10 years within the next two minutes. They landed at Jammu at 1239 whereon the casualties were shifted to the Civil Hospital. The sisters were escorted by their uncle Inzamam.

Jawans also injured in exchange of fire
Five members of a family were killed and two others injured in mortar shelling by Pakistani troops along the Line of Control (LoC) in the Pir Panchal Valley on Sunday morning. Five soldiers were injured in an exchange of fire.

An Army spokesman said in Jammu that the Pakistani Army opened “an unprovoked and indiscriminate firing” from 7.45 a.m. to 11.30 a.m. near the LoC in the Balakote sector of Poonch.

“Small arms and 81-mm and 120-mm mortars were used by Pakistan to attack innocent civilians, their homes and livestock. The provocation has resulted in the loss of five precious and innocent civilian lives,” Lt. Col. Devender Anand said.

Effective retaliation
The Army said it “retaliated strongly, effectively and proportionately to the dastardly act.”

Mohammad Ramzan, 35, his wife Malika Bi, 32, Abdul Rehman, 14, Mohammad Rizwan, 12, and Razaq Ramzan, 7, were killed in a mortar shell explosion near their home in Devta Dhar village. Two other injured members of the family — Mehreen, 6, and Noureen,12, — were airlifted to a Jammu hospital, where their condition was said to be critical.

House gutted
Poonch Deputy Commissioner Tariq Ahmad Zargar said: “The house was gutted in the shelling.”

In the afternoon, five soldiers were wounded in Pakistani shelling at Mendhar in Poonch. The injured soldiers were airlifted to Udhampur for treatment, a police officer said.

Mr. Zargar appealed to the people living in vulnerable areas to shift their families to safer places identified by the district administration.

“Construction of 40 community bunkers are at a finishing stage here. A process to build individual household bunkers in targeted areas will be started soon for the safety of civilians,” he said.

The Pakistani newspaper Dawn reported that nine persons were injured on the other side of the LoC in Azad Kashmir.

Official data suggest that Jammu and Kashmir witnessed 192 incidents of ceasefire violations by Pakistan this year.

“The unusual escalation resulted in a high death toll. The casualties in January 2018 alone equalled the figure for the entire 2017. And 2017 itself was an exceptional year for ceasefire violations, as it saw a six-fold increase from 2015,” said the report released by the BJP leader and former Union Minister, Yashwant Sinha, and his Group of Concerned Citizens.

Chief Minister Mehbooba Mufti and National Conference working president Omar Abdullah expressed shock over the casualties. “The incident is heart-wrenching. It has caused a wave of shock among the people. Dialogue and reconciliation are the only means of getting the State and the region out of this vicious cycle of blood-spilling,” Ms. Mufti said. Mr. Abdullah demanded adherence to the 2003 ceasefire agreement. “The ceasefire agreement has been restricted to papers. We demand that the pact, extended as a confidence-building measure to the people of Kashmir, be adhered to,” he said.

All Parties Hurriyat Conference chairman Mirwaiz Umar Farooq said he was “saddened and distressed” by the deaths. “Such tragic situations can easily be avoided if India and Pakistan realise the futility of hostility and adopt a realistic and humanistic approach.”

Three to four militants were killed in a gun battle with security forces in north Kashmir’s Kupwara district on Tuesday.

The encounter was still in progress in Halmatpora area at the time this report was filed.

While an army officer said four terrorists have been killed so far, director general of police SP Vaid pegged the number at three in a Twitter post. A senior district police officer said the exact figure can be quoted only after the bodies of the slain militants are recovered.

According to the army, the gun battle began after the militants fired at an area domination patrol in Arampura-Halmatpura area. “Our troops acted swiftly, and contact was established around 1530 hours,” an official said.

Security forces had launched a cordon-and-search operation in the forested area following specific inputs of militant presence.


Three militants were killed in an encounter on the outskirts of Srinagar on the intervening night of March 15 and 16. Two of the slain militants – Rasiq Nabi Bhat and Shabir Dar – were found to be Kashmiris while the third was identified as Pakistan resident .

AN army personnel was injured on Thursday evening as Pakistani troops resorted to unprovoked firing on forward Indian positions in Rajouri district’s Laam area of Nowshera sector in Jammu and Kashmir.

Identifying the injured soldier as Naik T.S. Raman, sources said that he was evacuated to army hospital at Rajouri. Indian troops retaliated and the exchange of fire lasted for nearly half an hour.

Meanwhile, Pakistani troops resorted to unprovoked mortar shelling and small arms fire in Kerni area of Poonch distict also. The Indian troops retaliated, sources said, adding that there have been no report of any damage on the Indian side so far.
