Cartosat 2A has a resolution of less than 1 metre.

There is no relation!
Resolution is the smallest distance at which you can differentiate the features.
Scale is well SCALE. A scale of 1:7000 means: I mm on the picture is 7 m on the ground.

For the BSF, satellite feeds will only be a secondary source of input. The primary duty will have to be done with the assistance of UAVs and terrestrial installations with biometric sensors.
