You mean the company that took over the PC businesses part of IBM, to gain from their know how? That's ToT as well, just by taking over foreign know how.

Not really the right comparison with regards to the supposed "TOT" that India will be getting with the Rafale. No good company will ever give up their future profitability by giving away their best technology, you'll get the lower end technology and over the time span of a decade or more. By then the world will have moved on, and that technology India will get from the supposed "TOT" would be nothing that India could not do by itself, given the same time frame.

Exactly and only then it really got big, because of the improvements IBM brought in, that's the same aim that ToT is meant to give, improving your capabilities by gaining know how the company currently don't has. There are different ways to get that know how and there are different levels of the know how you can get and since you don't simply can take over Thales, Dassault or similar companies, gaining ToT through procurements is a valid solution.

They have to in a competitive market, that's how you counter disadvantages of costs or political advantages, by offering industrial once and the bigger the deal the more ToT will be provided. But that works only if you have access to such a market and the variety of possible suppliers and India has a big advantage here than many other countries.
