MANILA, Philippines — President Rodrigo Duterte on Monday once again admitted he could not afford to go to war against China in asserting the Philippines’ sovereignty in the South China Sea.

During his penultimate State of the Nation Address on Monday, Duterte stressed that China is already “in possession” of the contested waters.

“We have to go to war. And I cannot afford it. Maybe some other president can but I cannot. Inutil ako diyan. Talagang inutil ako diyan. Walang magawa [I’m useless when it comes to that. Really, I’m useless to that. I can’t do anything]. I cannot,” the President said.

“China is claiming it, we are claiming it. China has the arms. We do not have it. So, it’s as simple as that. They are in possession of the property…so what can we do?” he added.

‘Diplomatic endeavor’
The chief executive issued this pronouncement as he addressed criticisms that the Philippine government doing “nothing” to “retake forcefully or physically the South China Sea.”

“Unless we are prepared to go to war, I would suggest that we better just cool off and treat this as a diplomatic endeavor,” Duterte said.

“The moment I send my marines there at the coastal shores of Palawan and they all get hit with cruise missiles — they have not even set sail, they’re already blown up,” he further said, speaking partly in Filipino.

Earlier, Foreign Affairs Secretary Teodoro Locsin Jr. called as “non-negotiable” the historic ruling by the Permanent Court of Arbitration (PCA) in The Hague on July 12, 2016, which invalidated China’s expansive claims over the entire South China Sea.

The decision also upheld the Philippines’ rights over its 200-nautical mile exclusive economic zone (EEZ) under the United Nations Convention on the Law of the Sea (UNCLOS).

But in response, the Chinese Embassy in Manila claimed that the PCA ruling was “illegal and invalid.”

On the other hand, Malacañang assured Filipinos that the Philippine government did not waive or relinquish its rights over the contested areas in the West Philippines Sea.

This, even after the Palace had previously said it would “agree to disagree” on China’s rejection of the Philippines’ appeal for compliance with the 2016 ruling.



Just one week after the US Navy attempted to wrest Scarborough Shoal from China with its dual aircraft carrier exercises and China defended with its own dual aircraft carrier exercises and live fire anti-ship attack exercises, the Philippines has surrendered to China. Trump has never been humiliated so badly except by the epidemic that has infected 5 million Americans and continues to climb rapidly.

I really don't think a carrier exercise was an attempt to "wrest" Scarborough Shoal from Chinese control ... it was clearly a show of force but also a military exercise, not an invasion.

It might hurt Filipino national pride but Duterte is just being realistic and honest. The best thing to do is work with China and try to develop the resources together while accepting China's de facto sovereignty. The Philipines is not China's target and/or reason for taking control of SCS. US is China's reason for wanting to control SCS so Philipines have to accept, as a much smaller developing country, that they can't take on China directly and try to extract as much benefit from friendly Chinese relations as they can.

The way it works is you conduct a military exercise close to the target. If there is no resistance then you walk right in and take it. In this case, there was resistance so the USN took a few group photos in formation and retreated.

  • Japan Maritime Self-Defense Force (JMSDF) Akizuki-class destroyer JS Teruzuki (DD-116) has conducted a communication exercise with a Philippine Navy Beechcraft King Air C-90.

    The said communication exercise was held in West Philippine Sea on July 18. JMSDF said it strengthened cooperation with Philippine Navy.

    The said Philippine Navy aircraft is among the 5 C-90 aircraft donated by Japan.

    The first and second aircraft were activated November 21, 2017 and March 19, 2018, respectively. The third aircraft was activated in May 2018. The fourth aircraft was activated March 18, 2019. The fifth was activated August 20, 2019.

They failed to take Pyongyang in the Korean War but with our help Philippines and Cambodia will take Ho Chi Min City.

They defended Soul, killed hug amount of Chinese.

Chinese advisers ran way very fast from Nong Penh to Thailand in 1978, when we helped Hunsen taken power from Khmer Rouge, friend of China.

Today Chinese kiss Hunsen very well.
