Pakistan Can Create , But will it Be Worth it
Depends on Pakistani needs , how big is the Number According to there needs , What kind of Role will it Full fill,
Will Pakistan be able to Sell it in international Market ? is Pakistani Civil activation has the Capability to Support indigenous Projects as Because No Point in reinventing if your need is only 10 to 20 Platforms .
as it will be simply much easier to Order New or Used Birds From Market and much cheaper rate as Mi is the best example as Pakistan already have Know how of the system and its a Proven Platform

Yes If Pakistan Armed Forces Need 100+ Birds , Than Civilian Side also Shows the Sign of Buying , doing investment and and they can me a Decent budget Platform than it will be Waste to Not invest as it will help local industry and they can Start With Help of china and Turkey but Main Point is Will they just Stop at one platform or will they evolve Keep Production open for other projects
Pakistan already has 2 Examples
1 Mushaq , Invested and Kept Upgrading now you are selling it
2 Agosta 90 , Invested than Just Stopped . wasted Money and time .

Sir, there are quite a few details in making a helicopter.
Complexity level is similar to JF17 .... not more.

'some time' would be two decades at least. We are talking about starting from scratch, getting no foreign expertise, researching even the materials/alloys and making even the engines and rotors.

Sorry wrong approach....very very wrong approach. We are living 21st century and we cannot reinvent the wheel. Helicopter is not something a new concept. Proven design are available on market for decades. Furthermore, on more generic level, human society progresses based on the cumulative knowledge gathered by mankind over eons. So there is no point in spending 2 decades and billions of Rs/dollars to make something that already exists. So JV is the way forward and details can be figured out later. However, we need to invest in the area where our friends lag behind USA/EU. For example, if I was at the helm of affairs, I would have initiated an integrated engine development program. A continuous research for developing different rotary (turbine based) engines/power-plants for a multitude of application from power generation to aerospace and marine applications.

Keeping jokes aside, nothing is impossible.
But to reach to this stage, ideally pakistan need to build the educational infrastructure and then allied industries. Which can act as feeder channels for various aviation related technologies. As of now there is very minimal investment on such framework, what ever currently being built in country is based on assembly line system system which is very much dependent on foreign inputs.

Aaaaah well, that's a different approach :D I agree, that is very much possible. And a tiny step towards that would be the JV with TAI on T-129.
