Decades behind, China is now in the process of modernizing its ballistic missile submarine fleet to strengthen its nuclear deterrence capabilities. Can its new Type 096 submarines and JL-3 missiles compete with the U.S. Navy’s quieter Ohio class SSBNs and larger Trident II missiles? WSJ compares China’s and the U.S.'s fleets and explains what impact each has on the global stage today.

Lol he is talking about submarines not Naval surface ships

We have played the nuclear subs way longer than we did with those Aegis destroyers/cruisers.

The nuclear submarine needs to be emphasized with more elements of surprise, and when you show off too much with your nuclear subs, then it would provide a better opportunity for your opponent to specifically tackle against your nuclear subs.

The answer is no because China is at least 20 years behind the USA in terms of technology.

I don't think China would deny this, they are behind Usa but in the next decade they will be very close to the USA. China technology advancement is unmatchable.

The American shipbuilding industry has been on a constant decline for the past 40 years. It's just a matter of when, not if.
