Right man, try go cheap and end up with vikram rover landed like tortoise on moon. So cheap project means cheap result. Indian are just keep giving excuse to mask their technology inferiority. There is no point go cheap if it cant get the result or non desirable experiment.Long march 3 is as powerful as PSLV XL. India has launched several 1.5ton GEO satellites using PSLV itself. GSLV is meant for 4ton GEO satellites only. If you are comparing only the size, then Saturn 5 rocket of USA which was used for moon landing was the most advanced rocket which is obviously not true. India has GSLV3 solely because India wants to have low cost launch by having lighter weight rocket. GSLV is new and hence slightly inefficient. India is developing semicryogenic engine for boosters to increase the payload to 6tons to GEO. India is focused on cost efficiency and hence uses a number of tricks and methods to get its objectives achieved at minimal cost
I will not be surprised Indian will compromised manned mission safety at the expense of going cheap!
