Among, the 1369 rationalized mother tongues which are spoken by 10,000 or more speakers, are further grouped into appropriate set that resulted into total 121 languages. In these 121 languages, 22 are already part of the Eighth Schedule to the Constitution of India and other 99 are termed as "Total of other languages" which is one short as of the other languages recognized in 2001 census.

Pakistan should start the revolution with the 50 million Urdu speakers. Those should be easiest for Pakistan since Urdu is Pakistan's national language.

Also the 50 thousand Arabic speakers is a good target.

If you want balkanization of India on the basis of race, you will be disappointed as we are mostly indo aryan or dravidan. The people in the North East are Mongoloid. So just 3 pieces based on race. Language is a better choice.
