For Sikhs, it is an obligation to grow beard and hair and is mandated by the Sikh guru. For Muslims, it is not a fundamental obligation. Is it? Regardless, Muslims are allowed to have beard but should seek permission.

Police in India cannot show any external symbol of religion. This is the rule since British times.
Sikh were granted exception by the British and that rule continued.
They are free to practice religion as a private affair, not as a public statement.
