Well think about it. They don't have the expertise or money to build a port in their own country, and they are desperately asking foreigners to come and do it for them. Meanwhile India is going ahead and constructing ports in foreign countries with her own money and her own expertise. So in such a situation, what would a pakistani member say? That India has poor people!

Happens all the time, when India does something that they can't ever hope to do. Say "Oh but there are poor people in India!"
