Look, one, two or even 10 ICBMs would only act as a marginal deterrence. If you don't have high-yield nukes with MIRV-based ICBM, they would not add any marginal deterrence.

Instead, what pakistan needs to do is to concentrate on governance and economy. This will ony invite sanctions and scorn from international community

Also geopolitics, working towards regional integration with neighbor countries, starting with Iran.
