The reporter broke UK law by slapping someone. Not sure if China is the only country in the world where this will not lead to arrest and possible trial?
I am pretty sure that if I was in China and slapped someone, then I would also be arrested.

The Chinese government issued a terse statement:

"Ms. Kong was assaulted by event organizers... we are shocked and speechless at the UK's sudden decision to charge Ms. Kong after releasing her without charges ... we urge the UK to protect the rights of Chinese reporters stationed in the UK."

I think this is more like a retaliation from UK due to the journalist Victor Mallet, who had been rejected an application to renew the work visa of HK. About this case ,initially the News mentioned she was free of charge and able to walk out from the police station. And the video clearly shows that was the HK guy who grabed her arm first, but I'm not familiar with UK law where if a volunteer (not a security) has the power to touch anyone, beside the police. Not to mentions, after this incident her son had also been kicked out from school in UK with no reason. Lastly, let's leave it to the UK court and see how it progress, since this is no need to be oversensitive.

The initial release is the neutral, non-political decision. Then the UK government plotted internally and decided to make an example of her for daring to assert China's viewpoint in the UK. The decision to charge her after the fact is entirely political. Now there are no rules or limits. Probably they will sentence her to hanging in the gallows. Beijing will need to take as many UK citizens hostage as possible for the upcoming showdown.

You clearly have no idea that the judiciary is completely independent in the UK.

A lot of the times the judges repeal UK government decisions as they judge them to be illegal.
