Because Houthis attack anybody and anyone around them, Saudi Arabia does not allow them to roam freely. Saudi Arabia is too busy trying to protect the Citizens of Yemen,Training the Official Yemeni Army, Fighting off Terrorist rebels and killing Regular Terrorists to control every single Inch of land they are helping Yemen control.

This stuff takes time.
