The fact that hospitals in China are almost empty is enough to verify that China has controlled the spread of the virus. Numbers don't really mean much since it depends on availability of tests. Here in the US, it's still impossibly to get a test unless you are so sick that you require hospitalization.

If China concealed their number of cases, HK should know since we have hundred of thousand across the border daily. Many of them should carry the virsus if the news is right about 15 to 40 times, however, the truth is quite the opposite where this is the people who come back from and are related to the West that make up over 85% of the HK confirmed cases.
