Nope, the precise interest rate is 3.07 % per annum and will not change one the loan is sanctioned.

We are a developing economy, so our capacity to consume money and execute projects is also humongous. Though 1 billion $ is really peanuts by Indian standards. Still the interest rate is lower than what we would have to pay if we borrow internally.

This meet has been a great success for India and China has been a gracious host so far.

Better sill, this year China INVITED Egypt, Thailand, Kenya, Mexico and Tajikistan for the BRICS meet. Maybe you should ask them why pakistan was not invited
