I don't think it should take that long for Brazilians. They've good tech base thanks to papa USA for all this time. Not ot mention that their economy is reaching new heights. Considering the feud between FAB and Lula had on whether it'd be Gripen NGs (as FAB wanted) or Rafale as Lula wanted, I think the new government is interested to take things slowly. Plus, I don't think anyone is capable enough to threaten Brazilians other than, say, Venezuela; because Venezuela is the only country that is armed to teeth in south America despite having no enemies.
