Pic is from one of those IDEAS exhibition and yet all other missiles we're displayed with everything attached. Why only Ghaznavi was "so hard to transport "?
Plus why would a missile be displayed with parts missing?

You should check inverted pendulum control.

Tail-Fin assembly is removed, it is attached usually in the later stages of missile prep. Watch PLA's 2nd Artillery Corps's videos on youtube to get an idea. They show assembly and launch of DF-11/DF-15 missiles.

by looking closer upper fins are visible lower are not which means only 2 thnks either design changed or fins are removed
The design has been changed. Fins cause drag, thrusters don't. Fins are simpler than thrusters/jetvanes to implement. We started with fins and gradually moved towards thrusters/jet vanes. Drag becomes increasingly important for longer and longer range. That is why you will hardly see a very long range missile with fins. No huge mystery here. Please note lack of fins in general in this:


And the inverted pendulum problem has nothing to do with whether you use jetvanes/thrusters/fins (as someone had tried to point out). It is just how ALL vertically launching missiles are modeled and is irrelevant here.
