Three maoists, one of them carrying a cash reward on his head, were arrested today from insurgency-hit district police said. The maoists cadres were nabbed near rivulet in forest when a joint team of Indo Tibetan Border Police (ITBP) and District Force was out on a search operation, Additional Superintendent of Police told PTI.

One of the arrested, aged (25) was active as an LOS (local organisation squad) member, while two others- aged (25) and aged (30)- were militia members, he said. one was carrying a reward of Rs 3 lakh on his head,” he added.

An 8-kg tiffin bomb, Maoist banners and literature were recovered from the possession of the two militia members, he said. “During their interrogation, they admitted that the explosive was meant to target the security forces during their operation in the region,” the ASP said. The trio was allegedly involved in several incidents, including the planting of IEDs and attacks on police
parties, he added.

Mizoram Chief Minister Lal Thanhawla has urged Union Home Minister Rajnath Singh to beef up security along the state's border with Myanmar to prevent myanmarese from entering the Northeastern state, an official statement on Wednesday said.

Lal Thanhawla had met Rajnath Singh in Delhi on Tuesday and discussed wide-ranging security issues with him, it said.

The chief minister told the home minister that the state could face serious problems if Rohingya refugees and terrorists from the Rakhine state in Myanmar enter Mizoram.

He also expressed concern over the recent clashes between the Myanmar Army and the Arakan militants along the border on the Myanmar side, resulting in the entry of over thousands of refugees to Mizoram, the statement said.

Over 1,600 Myanmarese nationals have taken shelter in south Mizoram's Lawngtlai district after the Myanmar Army launched a massive crackdown on the Arakan militants since November 25 last, state government officials had said recently.

Alleged diversion of funds to NSCN(K)
The National Investigation Agency (NIA) has summoned three officials of the Nagaland Chief Minister’s Office for questioning in connection with an investigation into alleged diversion of government funds to the banned terrorist organisation NSCN(K).

An NIA official said the officials, including Chief Minister T.R. Zeliang’s Officer on Special Duty, Ruokuovizo Chupno, had been asked to appear before the chief investigating officer Jasveer Singh in Guwahati on Thursday in the year-and-a-half-old case.

Election eve move

The State is going to the polls on February 27. The Nagaland People’s Front of Mr. Zeliang and the BJP are in alliance, but for the elections, the BJP has tied up with a breakaway group, the Nationalist Democratic Progressive Party.

Since August 2016, the NIA has been investigating cases against various State government departments that allegedly paid levies to the Naga National Political Groups. Seven government officials have been put on trial in the case so far.

State government employees took out a rally in Nagaland on November 21 last year, demanding that the the Union government withdraw the NIA investigations.

In October, the NIA arrested former Tourism Director Purakhu Angami, Additional Director of Agriculture V. Aza, Joint Director of Irrigation Hutoi Sema and Fisheries Superintendent Kekhriesatuo Tep on charges of alleged extortions and illegal tax collections on behalf of the NSCN(K). The NIA says Isac Sumi, self-styled brigadier of the banned outfit, has ordered the collections.

A classification by the ministry of home affairs (MHA) on areas affected by left-wing insurgency is likely to include two districts

The assessment is conducted by the MHA to determine which states are eligible for reimbursement (by the federal government) of funds incurred by them to counter Left Wing Extremism (LWE).

According to the MHA, a total of 106 districts across 10 states see active left wing insurgency; of these, 35 are categorised as “worst LWE affected districts”.

“Names of some districts in the worst affected list have been excluded because of the improved law and order situation there.There are some new districts that have been added including two but the total number of worst affected districts is most likely to remain at 35,” this person said.

The inclusion and exclusion of districts in the scheme is based on their violence profile and other parameters such as intensity of violence over a period of five years

“Though no violent incident has been reported from the two districts in 2017, there have been multiple sightings of Maoist cadres in the area coupled with intelligence reports that suggest that the insurgents are close to establishing a base in the region,” he added.

Raipur, February 16

Two Maoists, including a woman, were gunned down by the security forces in an exchange of fire in insurgency-hit district, police said on Friday.

The skirmish took place on Thursday night in a forest near village under police station limits when a joint team of District Reserve Guard (DRG) and Special Task Force (STF) was out on an anti-Maoists operation, Deputy Inspector General of Police (south range) told PTI.

The exchange of fire broke out between the two sides, when the patrolling team was cordoning off the forests adjoining , located around 500 km from here, he said.

“After guns fell silent, bodies of two ultras, including that of a woman, were recovered from the spot along with country-made weapons, explosives and Maoist-related material,” the DIG said.

The deceased were identified as active Area Committee member, and the woman LOS (local organisation squad) of Maoists, he said.

The operation was still under way, he said, adding that further details were awaited. PTI

Ranchi, February 16

Unidentified criminals torched three buses after being refused extortion money in district, police said on Friday.

According to police, three buses of a company were parked at a bypass road in the district when criminals poured kerosene on them and set them on fire early on Friday.

All three buses were gutted. Police recovered a pamphlet from the torched bus site, with the Tiger Group claiming responsibility for the incident. The pamphlet says the denial of extortion is the reason for the incident.

The owner of the bus claimed that he had suffered a loss of Rs 1 crore.

The buses were new . In the past, Maoist guerrillas used to torch vehicles after being denied levy.

This is the first time that a criminal group has claimed responsibility for such an incident. IANS
 
Maoist influence on the wane: SP
Two Maoists of the Area Committee and two militia members of the dalam surrendered before SP on Friday.

The Maoists were identified as (28), and (25). had joined the outfit in 2007 and was involved planting landmines, blasting coffee pulping units, threatening and attacking the surrendered Maoists.

Maoists aged 28 years was involved in over seven offences, including the killing of a trader, Gundu Rao, torching earthmoving machines, and kidnapping a few local leaders.

This was the fourth major surrender from the area in the last one year.

‘High-handedness’

“The area has almost been cleaned up of the Maoist presence,” the SP said. The accused were reportedly fed up with the high-handedness of the Maoist party and decided to join the mainstream and lead a normal life, the police said.

“The number of surrenders has been increasing in the region, and it will help in the development of the remote areas in the Agency,” Mr. Rahul added.

The deceased were identified as Sanni alias Kunjam Lakkhe and Nanda Gurdum.

The encounter took place in forest under police station limits of district when a joint team of the Sukma DRG (District Reserve Guard) and Chhattisgarh STF (Special Task Force) was carrying out an anti-Maoist operation.

Sanni was working as the Local Operating Squad member in area and Nanda was working as the member ,two police constables.

Constables came after the villagers accused a Maoist team of harassment in the area .

A 73-year-old civilian and survivor of a landmine blast cries for compensation from the government and has been running from pillar to post for the past 29 years in the erstwhile district.

Rao, native of village, now in district, along with 16 others, was travelling in a jeep when the maoist triggered the landmine on September 1, 1989, on the ghat road at village , killing 13 civilians on the spot, while another succumbed to injuries in the hospital.

The Maoists had earlier killed one Tirupathi Rao in village, who is a relative of Rao.

Sensing that the police would come to the village, maoists laid an ambush with a landmine on the ghat road to eliminate police officials. However, the police changed their route to visit the village via other route.

Raipur, February 18

Two policemen were killed and six others injured in a gun-battle with the Maoists in district on Sunday, a top official said.

The encounter took place in a forest under the police station limits when a joint team of the Special Task Force (STF), District Reserve Guard (DRG) and local police was out on an "area-domination operation", Deputy Inspector General of Police (South range) told PTI.

As the team was passing through the forest around 500 km from state capital , it came under heavy firing from the ultras, leading to the gun-battle, the DIG said.

The exchange of fire lasted for over two hours, he added.

"Assistant constables Madkam Handa and Mukesh Kadthi of the DRG were killed and six other jawans were injured," the DIG said.

Reinforcement was rushed to the spot and the injured personnel as well as the bodies of the slain jawans .

The injured jawans were being airlifted to Raipur, the DIG added.

In another incident along the stretch , where a road construction project is underway, the Maoists killed Anil Kumar, the supervisor of the private contractor, and set vehicles engaged in the road construction work ablaze, Deputy Inspector General of Police (South range) told PTI.
 
“Meghalaya has 57 police stations but only 39 are active. This shows how serious it is about security of the people,” Mr Singh said.

Union Home Minister Rajnath Singh on Monday used the killing of a Nationalist Congress Party (NCP) candidate to underline the “lawlessness in ” Meghalaya.

Mr. Singh grieved the death of Jonathone N Sangma — NCP’s candidate for the Williamnagar seat — and said his gruesome murder .


“Meghalaya has 57 police stations but only 39 are active. This shows how serious the Congress is about security of the people,” Mr Singh said.

Government in the state is for utilising funds, particularly in the health sector. “It is a cruel joke that people of Meghalaya have no electricity and water. But BJP will ensure only development rains on this abode of clouds,” he said.

More forces sought

Meghalaya’s Chief Electoral Officer Frederick Roy Kharkongor said Election Commission has been sounded for deployment of more forces in the western half of Meghalaya comprising the Garo Hills and encompassing 24 of the State’s 60 assembly seats.

Polling in Williamnagar, where the slain NCP candidate was pitted against eight others including the State’s social welfare minister Deborah C Marak of Congress has been deferred. The next date of polling will be announced in due course, Mr Kharkongor said.

“We had a meeting with top police officials and agreed more companies of central paramilitary forces are required in the Garo Hills for fair and fear-free elections,” he told The Hindu from State capital Shillong.

Senior Meghalaya Police officials said the needle of suspicion was on members of the banned Garo National Liberation Army (GNLA), one of two active extremist outfits in the Garo Hills. The other group is Liberation of A’chik Elite Force.

Two more extremist groups — A’chik National Volunteers Council and People’s Liberation Front of Meghalaya — have been lying low for some time now.


‘It was an ambush’

Benjamin Marak, a survivor of the fatal attack on Mr Sangma, said the miscreants could have been waiting for his convoy. “It was an ambush, a pre-planned strike,” he said.

East Garo Hills Deputy Commissioner Ramkumar S said a policeman named Shamin Hassan was killed along with Mr Sangma. Two others killed on the spot were identified as Cribinath D Shira and Baichung Ch Momin, a former member of the banned GNLA.

Three others in the ill-fated vehicle, battling death, were brought to the Guwahati Medical College Hospital.

“No militant organisation or anyone else has claimed responsibility for the attack. Apart from finding the miscreants, we are investigating some posters of threat (to voters supporting Mr Sangma) at Samanda, Damagre, Nengkhra and other areas,” Mr Ramkumar said.

Nagaland BJP candidate escapes bid on life

The Nagaland unit of BJP has claimed that Mmhonlumo Kikon, the party legislator and candidate from Bhandari assembly seat, escaped a bid on his life near Yimpang village in Wokha district Saturday night.


“This conspiratorial attack at the behest of contending rivals is part of a disturbing escalation of violence against our party cadres. We appeal to the state election officials to investigate this attempted murder,” the BJP said in a statement on Sunday night.

Six policemen injured during exchange of fire

Two security personnel and a civilian were killed in a Maoist attack on a road construction site in district on Sunday.

Six policemen were injured during the attack in area. A group of Maoists attacked the construction site and torched several vehicles. An exchange of fire ensued between the policemen patrolling near the site and the Maoists.

“Assistant constables Madkam Handa and Mukesh Kadthi [of the Chhattisgarh police] were martyred in this encounter. Anil Kumar, an employee of the contractor, was also killed by the Maoists. Six jawans were injured and airlifted for treatment,” an officer of the Chhattisgarh police’s Anti-Naxal Operations (ANO) unit said. The injured policemen were identified as constable Salwan Raja, Chapa Rakesh, Shivram Soni, Padam Soyam, Rupsingh Poyam and Sodi Bachha.

Five teams of the CRPF CoBRA’s (Commando Battalion for Resolute Action) 202 battalion were sent as reinforcement.

The ANO said no weapons were lost in the incident, and that some Maoists may have been killed in the exchange of fire.

“As per reports and as told by our commanders, heavy casualties were inflicted on the Maoists in today’s exchange of fire which lasted for around four hours. Around 20- 25 Maoist have been reportedly killed and many injured as per inputs received from the field,” said Devnath, the additional Inspector General of Police, Chhattisgarh ANO.

However, security forces did not recover any Maoist’s body from near the encounter spot.

Meanwhile, one Maoist was killed in another encounter in area of on Sunday.

Army chief Bipin Rawat said on Wednesday that Pakistan, with support from China, is pushing illegal migrants into India’s northeastern states, where the “population dynamics can no longer be changed”.

Rawat did not elaborate on what he meant by population dynamics but referred to the party All India United Democratic Front (AIUDF), which is accused by its political opponents of pandering to illegal immigrants.

“They (Pakistan) will always try and ensure that this area is taken over… playing the proxy dimension of warfare where they do not have to confront a stronger nation through conventional operations,” he said, adding: “This proxy game is being well played by our western neighbour and supported also by the northern neighbour.”

General Rawat did not name Pakistan or China, instead using “western neighbour” and “northern neighbour” to refer to them.

He was speaking at a conference on the Northeast in the Capital.

He said India needed to identify problems in the northeast and address them holistically, with a focus on development and on ways to integrate the region with the rest of the country.

“I think the government is looking at the Northeast with correct perspective...With development will come control of the people residing in this area. I don’t think now you can change the population dynamics of this region... there is a party called AIUDF. It has grown at a faster rate than the BJP has over the years... AIUDF is moving at a faster pace in the state of Assam.”

His concerns on population come at a time when attempts are being made to publish the National Register of Citizens (NRC) in Assam that would identify illegal migrants.

The Supreme Court on Tuesday rejected petitions seeking extension of the deadline for its publication from May 31 to July 31.

In November 2016, junior home minister Kiren Rijiju told Parliament that government estimates put the number of illegal migrants staying in India at “around 20 million”.

He did not specify the states in which they may be in.

“We have to keep our eyes and ears open and keep a watch on this area called the northeast,” army chief Rawat said. He said the government’s Act East policy would help address the issues in the region.

Taking to reporters, Rawat said the situation is Doklam was “absolutely fine” and there was no reason to worry. India and China were locked in the 73-day Doklam standoff near the Sikkim border last year.

The details of the place of arrest were not given out by the NIA and the spokesman only said 22-year-old Moirangthem Nimaichand Meitei was an active cadre of the Kangleipak Communist Party (Noyon) group.

Meitei was also in the team that was involved in the ambush near Paraolen village in Chandel district of Manipur on June 4, 2015, he said.

This was the worst-ever terror attack on the army which saw 18 personnel dead and 15 seriously injured.

The accused was produced before the special judge on February 20 where he was remanded in seven days of NIA custody.

However, sources said the accused had been detained by a combined team of the NIA, Gorkha Rifles and Bishnupur police in Manipur on February 3 from Ningthoukhong area.

The anti-terror probe agency, which investigated the case, had ascertained that the the total number of militants who participated in the attack was 23 out of whom two were killed in the retaliatory action by the Army in Chandel district of Manipur, officials said.

Army trucks were attacked with ‘Lathod guns’ and grenades by suspected terrorists of NSCN (Khaplang) and other groups. The militants had formed three groups to carry out the attack and explosive-laden cans were planted alongside the road to maximise the damage, they said.

A jawan of an elite anti-Maoist commando unit was on Friday injured in an exchange of fire with Maoist in district.

A senior police official said that the jawan, part of the CRPF’s elite CoBRA (Commando Battalion for Resolute Action) 208th battalion, took bullets in his leg during the firefight in the interiors today morning. The incident happened after security personnel, from the camp, and Maoists came face to face near forests when the forces were cordoning off the region as part of an anti-Maoists combing operation, officials said.

He added that the Maoists opened indiscriminate fire which injured the CoBRA jawan. The Maoists managed to flee even as the paramilitary personnel fired back, said officials. Reinforcements had been rushed in and the jawan had been brought back to camp, officials informed. — PTI
