NEW DELHI: The Indian Army on Wednesday inflicted heavy casualties on the insurgent group NSCN-Khaplang, killing or injuring about 11 militants near the Indo-Myanmar border.

The Army stated that it didn’t suffer casualties and the operation was not a cross-border surgical strike.

The response came after senior NSCN-K functionary Isak Sumi, in a Facebook post on Wednesday morning, claimed “three Indian soldiers were killed and an unconfirmed number injured, but there was no casualty or injury on the Naga Army” during the encounter, which happened “at Langkhu village in Naga Self-Administered Zone inside Myanmar”.

Army was tracking the movement of NSCN-K’s Mobile 2 Unit led by self-styled Lt Col Bopa Wangsa for quite some time, sources said. At about 4.45 am on Wednesday, an Army column was attacked by unidentified militants. “Own troops reacted swiftly and brought down heavy retaliatory fire of the insurgents.

A large number of casualties were suffered by the insurgents. Own troops suffered no casualties. Own troops did not cross the border,” the Eastern Army Command said.

“About 11 of their members are estimated to be killed or injured,” said sources. In New Delhi, MoD sources said without the recovery of bodies it was difficult to estimate the casualties, but they are going by the ground reports.

NEW DELHI — Indian troops exchanged gunfire on Wednesday with separatist guerrillas in a remote northeastern region bordering Myanmar, killing or wounding several of the insurgents, army officials said.

The army was carrying out an operation against the separatist group, which is believed to have 2,000 guerrillas battling for an independent Greater Nagaland state carved out of India.

An army patrol retaliated swiftly upon coming under heavy fire from the rebels, the Indian Army’s eastern command, headquartered in the city of Kolkata, said in a statement.

“Heavy casualties reportedly inflicted on NSCN-K cadre,” it said, using an acronym for the group, the National Socialist Council of Nagaland-Khaplang. “No casualties suffered by Indian security forces.”

Wednesday’s operation was confined to the Indian side of the border, it added.

In 2015, Indian special forces crossed into Myanmar to hunt down guerrillas of the group who had taken shelter in the neighboring country.

That year the group launched a series of attacks on security forces in India’s northeast, to scrap a ceasefire it had observed with New Delhi since 2001.

In recent years, the militaries of India and Myanmar have built close ties, with each pledging not to allow insurgent groups to shelter in its territory.

India has condemned attacks in August by Rohingya insurgents on security posts in Myanmar’s Rakhine state that provoked a military crackdown, causing hundreds of thousands of Rohingya Muslims to flee the country. — Reuters

NSCN(K) hand suspected; no casualties
Suspected militants fired on the Army camp at Longding in Arunachal Pradesh on Tuesday.

“A firing incident reported approximately at 01:15 hrs at the Army’s Company Operating Base in Longding at Niausa, Arunachal Pradesh,” one Army official said.

It was ineffective fire and the contact was broken immediately on retaliation. There are no casualties.

Police sources said the attack was likely to have been carried out by National Socialist Council of Nagaland – Khaplang (NSCN-K) members.

The insurgents fired 5-10 rounds from “ineffective” small firearms and lobbed a Lathode grenade at the COB at Niausa in Longding district at 1:15 a.m., Kohima-based defence spokesman Col Chiranjeet Konwer told PTI.

The sentries retaliated and the attackers fled, Col. Konwer said.

“There was no human casualty or damage to property of the COB. The retaliatory fire had to be controlled keeping in mind the safety of the villagers in the vicinity,” the spokesman said.

Operations were on to nab the attackers, he said.

Violence erupted in Darjeeling hills again in the early hours of Friday between the supporters of the Gorkha Janmukti Morcha (GJM) and the West Bengal police, resulting in death of a sub-inspector.

Amitabh Mullick died allegedly of bullet injuries in an early morning operation at a hideout of GJM president Bimal Gurung.

According to the police, a team of police officers came under fire at Nimboo basti and adjoining forest areas. The encounter continued for some time and several weapons, including automatic rifles, were seized from the spot. Police personnel and GJM supporters sustained injuries in the incident.

This is the first major incident of violence after the 100-day long strike was lifted in Darjeeling.

Earlier, a home guard had died of injuries sustained in a low intensity blast near the Kalimpong police station.

While the bandh was lifted on September 27, the situation in Darjeeling hills remains tense with the police making attempts to arrest GJM president Bimal Gurung against whom several charges of inciting violence have been pressed.

A police sub-inspector was killed and four other policemen were injured in a surprise ambush by loyalists of absconding Gorkha Janmukti Morcha (GJM) chief Bimal Gurung in Darjeeling on Friday.

A police team had reached the Sirubari area near Patlebas in search of Gurung this morning and as the personnel alighted their vehicles, they came under sudden heavy fire from the adjoining dense forests. Patlebas is considered a stronghold of Gurung and the headquarters of GJM is also located there.

“Sub-Inspector Amitava Malik succumbed to his injuries when the police team came under heavy fire. Police had specific information that Gurung was hiding in the area and they had gone there prepared. But, the ambush was big and heavy. Two other policemen have been injured in the attack.

We have cordoned off the entire area and an intense search operation is on to trace Gurung and his associates,” said ADG (Law and Order), Anuj Sharma.

“The police have also retaliated fast. Additional police and central paramilitary forces have reached Patlebas. During a search operation, we have recovered six AK-47 rifles, one 9mm pistol, 500 rounds of ammunition, gelatin sticks, bombs and bomb-making equipment. Two police vehicles have been torched by Gurung loyalists,” said Sharma.

The senior police officer said that sleuths have specific information that Bimal Gurung has direct and close links with Maoists and Northeast insurgent groups and is getting regular support from them.


Darjeeling police said they had information that Gurung and some of his close associates were planning to reach Darjeeling and even go to Siliguri today after crossing over from his hideout in neighbouring Sikkim.

“We had information about Gurung’s movement and accordingly a special raid was conducted in the morning. The first police party leading the raid came under heavy fire from the jungles of Sirubari, very close to Bengal-Sikkim border. We think that Gurung has again slipped back into Sikkim. However, the search is on to trace his whereabouts as he is an absconder booked under UAPA,” said a senior police officer of Darjeeling Range.

Meanwhile, two rebel GJM leaders and the present chairman and vice-chairman of the Board of Administrators under the Gorkhaland Territorial Administration, Binay Tamang and Anit Thapa, are slated to meet chief minister Mamata Banerjee later in the day ahead of the third round of talks between the state government and the hill parties on October 16.

The Centre has also formed a committee to coordinate with the hill parties and the West Bengal government before convening a tripartite meeting on the issues related to Darjeeling hills.

The National Investigation Agency on Friday arrested four Nagaland government officers for allegedly diverting funds to militants, specifically the outlawed National Socialist Council of Nagaland-Khaplang (NSCN-K).

The four were arrested under provisions of the Unlawful Activities (Prevention) Act, Arms Act and Drugs and Cosmetics Act besides a section of Indian Penal Code related to extortion.

“We arrested former tourism director Purakhu Angami, additional director of agriculture V Aza, joint director of irrigation Hutoi Sema and fisheries superintendent Kekhriesatuo Tep in compliance with an order of the home ministry on August 17 last year,” said Jasveer Singh, NIA’s deputy superintendent of police.

They were produced before a special NIA court in Dimapur, Nagaland’s commercial hub, for their police custody.

The NIA investigation into terror funding in Nagaland began after the Assam Rifles caught a senior member of the NSCN-K, identified as Khetoshe Sumi, in Dimapur on July 31 last year.

Sumi was said to be in charge of raising funds for the outfit in Kohima and Dimapur regions through illegal taxation of government departments and had reportedly revealed the existence of a financial nexus.

The NSCN-K had renewed its war against the Indian union after junking a 14-year-old ceasefire in March 2015.

Based on Sumi’s confession, the NIA had on January 18 this year conducted a series of raids in various departments of the Nagaland government and reportedly found several documents suggesting that state funds were transferred to NSCN-K and other militant groups.


Naga militant groups collect what they call “revolutionary revenue” by taxing government and private sector employees, traders and commercial establishments besides imposing house and farm taxes. A pointsman is reportedly chosen in every department – including the police – for deducting up to 25% of an employee’s annual pay as tax to the rebel outfits.

Tribes native to Nagaland are otherwise exempt from paying income tax to the government.

Funds for beneficiary schemes and development projects are also allegedly diverted to the kitty of the outfits.

In an unrelated development, security officials arrested two rebels of the National Democratic Front of Bodoland (NDFB)’s Songbijit faction from Assam’s Udalguri district. The two – identified as John Mushahary and Joram Daimary – had been declared most wanted by NIA.

Police said the two were allegedly involved in the massacre of 76 Adivasis in December 2014 and January 2015.

In a sudden escalation of violence in West Bengal’s northern hills, a police sub-inspector was killed and three others were injured in an exchange of fire between the security forces and the Bimal Gurung faction of the Gorkha Janmukti Morcha here on Friday, police said.

Sub-Inspector Amit Malik was fatally shot in a forested area close to Gurung’s residence at Patlebas, when the forces were marching towards his operational headquarters.

“The GJM workers, who were armed, started firing. While Malik died of bullet injuries, three other policemen were also injured,” Additional Director General of Police, Law and Order, Anuj Sharma told IANS.

The security forces were moving towards Patlebas after receiving specific inputs that GJM president Gurung was camping in the area.

Directly implicating Gurung for the death of the cops, Sharma said: “It all happened under Bimal Gurung’s leadership.”

Sharma conceded that the heavy and sudden firepower caused casualties among the police contingent.

The clashes went on for hours. Later, police recovered six AK 47 rifles, a pistol, and 500 rounds of cartridges and explosives from the spot, he said.

As the day wore on, the GJM activists torched a police vehicle.

Sharma said, during the clashes, Gurung and his close associates fled to the neighbouring state of Sikkim.

Accusing Gurung of having links with Maoists and northeastern insurgent groups, Sharma said the beleaguered GJM leader wanted to disturb the peace process.

“Since he is cornered in the region, he wants to disturb the process of peace and development in the area,” he said.

Gurung has been on the run for quite some time, with the state police slapping cases under the stringent Unlawful Activities Prevention Act, as also for waging war against the government and organising terrorist camps.

The GJM, that has been spearheading the revived movement of Gorkhaland in the hills, is now a divided house, with a section of activists remaining with GJM chief Gurung while another faction has shifted allegiance towards expelled party leader Binay Tamang.

Tamang has been made the chairman of Board of Administrators of the Gorkhaland Territorial Administration by the state’s Mamata Banerjee government.

Life had come to a standstill for 104 days in Darjeeling and its neighbouring hills district Kalimpong for 104 days after the GJM called an indefinite shutdown on June 12 to press for Gorkhaland.

The shutdown was lifted on September 27, hours after Union Home Minister Rajnath Singh appealed to the GJM to call off the over three-month-long strike and invited them for talks to find an amicable solution to the issue.

Significantly, the flare-up occurred three days before a meeting called by the state government to find a solution to the Darjeeling issue.

The Chief Minister is scheduled to attend the meeting at the state secretariat Nabanna.

Cant they see on which level proxy war is being waged on Indian citizens ? floods are happening because of dams over River Indus and River Brahmaputra and the uttarkhand glaciers is being melting down because of settlements on the disputed territories which belongs of the Indian nation. Landslides in Jammu and Kashmir, Himachal Pradesh, Uttarkhand, Uttar Pradesh, Bihar, Bengal and North east are infront of us. Kedarnath Mandir landslides we Indians have not forget.

A Special NIA Court in Dimapur later ordered three days’ police remand of the four officers.

The National Investigation Agency (NIA) on Friday arrested four Nagaland government officers — three serving and one retired — on charges of extortion and unlawful “tax” collection of behalf of the NSCN(K), a banned outfit. With the arrest of these four, seven government officers have been arrested on such allegations in last six months.

The four held are Purakhu Angami, former director of tourism; V Aza, additional director of agriculture; Hutoi Sema, joint director of irrigation; and Kekhriesatuo Tep, superintendent-cum-cashier of the fisheries department. A special NIA court in Dimapur ordered three days’ police remand of the officers.

They were arrested under Section 384 of IPC and Sections 10, 13, 17 and 20 of the Unlawful Activities (Prevention) Act, read with Sections 7 and 8 of the NSR, Section 25(1B) of Arms Act and Section 13 of the Drugs & Cosmetics Act, a letter sent to the Nagaland chief secretary by the NIA’s Guwahati office said, requesting initiation of departmental action.

“The officials in their official capacity provided substantial amount to NSCN(K) by way of contributing government funds to the banned outfit, thereby supporting NSCN(K) in furtherance of its unlawful activities,” a press release from the NIA said. It also said the officers were involved in paying “huge amount of money” to underground factions like the NSCN(K), NSCN(R), FGN and NNC between 2012 and 2016.

“The allegations were revealed during scrutiny of official documents, including demand letters and payment receipts which were seized during the search operation carried out by the NIA in 13 government offices on January 18, 2017,” it said. While the original case registered on August 1, 2016, in Dimapur Sub-Urban police station related to large-scale extortion and unlawful “tax” collection on behalf of NSCN(K) from individuals and organisations, it was re-registered with the NIA branch office in Guwahati on August 18, 2016.

The four officers were arrested from Dimapur as a follow-up after the arrest of two top NSCN(K) cadres — Khetoshe Sumi (finance in-charge of NSCN-K for Kohima region) and Victo Sumi (released on bail in December 2016).

In April, the NIA had arrested three Nagaland government officers in connection with the same case. They were Tulula Pongen (drawing and disbursing officer in social welfare department), Alienba Pangjung Jamir (joint director-cum-DDO in land resources department), and K Lashito Sheqi (upper division clerk in the same department).

Under instructions from the Union Home Ministry, the Manipur police have stepped up vigil along the border areas in the wake of the Rohingya refugee crisis.

Manipur Chief Minister N. Biren Singh, also in charge of Home, told The Hindu on Friday that new police check posts have been opened in Tengnoupal, Ukhrul and Kamjong districts that have a 365-km-long common border with Myanmar.

The Director-General of Police has directed all police stations in these districts to check the identity of persons entering from Myanmar.

All daily traders on business have to leave before nightfall. There is a legalised border trade between the two countries since 1995.

11 injured in grenade blast at Manipur fairground

At least 11 people, including two children, were wounded in a grenade blast at a fairground in the state capital on Friday night, police said. Hospital sources said some of the injured were discharged after first aid while some sustained critical injuries. Police said two youths on a scooter hurled the China-made hand-grenade at the fair venue in Tera and fled. Personnel from the nearby police station rushed to the site. However, no arrest could be made.

The fair is organised by the North East Mela Association (NEMA) ahead of the Ningol Chakkouba, the biggest social festival in Manipur to be held next week. Gitchandra Leishangthem, secretary of the NEMA, said: “The fair was to be opened formally from Sunday morning. Entrepreneurs were busy installing their items and hoardings on Friday night in their stalls when the blast took place.” No group has claimed responsibility for the blast.

Though the organisers have not closed down the fair the entrepreneurs are having second thoughts over the growing sense of insecurity. In view of the “improved law and order” in Manipur the government has been organising a fair twice a week from October 2 at Kangla park in the heart of Imphal city. One bomb had been exploded not far from the venue last week. Besides a college located nearby was attacked with a grenade a few days back.

Reacting to the attacks, Chief Minister N Biren Singh said, “Those who cannot tolerate development works are resorting to senseless violence. However, people who ignore such activities are going ahead.” Due to security concerns some families said they would refrain from visiting the fairs, including the one organised by the Manipur government at Kangla park.

The Armed Forces (Special Powers) Act, 1958, was imposed in Manipur on September 8, 1980. However, it was lifted from eight assembly segments in Imphal from August 12, 2004 following gang-rape, custodial deaths and the naked protest by 12 women against the gang rape-cum-killing of T Manoram by troopers of 17 Assam Rifles.

The home ministry has ordered withdrawal of as many as 1,000 paramilitary personnel, including 300 women, deployed in Darjeeling to maintain law and order during the agitation for a separate Gorkhaland state. In a communication, the ministry said seven companies of the Central Reserve Police Force (CRPF), including three women companies, and three companies of Sashastra Seema Bal (SSB) personnel would be withdrawn from Darjeeling from Monday.

One company of paramilitary comprises 100 personnel. The paramilitary personnel were in deployment in the hill districts of Darjeeling and Kalimpong, an official said.

However, five additional companies of the CRPF will be in the hills to assist the state police force.

Meanwhile, an official of the West Bengal government said the state has shot off a letter to protest the Centre’s sudden decision to pullout forces within two days.

The situation in Darjeeling has improved in the past few weeks.

The Mamata Banerjee government had last month formed a nine-member board of administrators, headed by Binay Tamang, instead of the Gorkhaland Territorial Administration (GTA) to look into the development works in Darjeeling and Kalimpong.

Self-styled “Lt General (Retd)” Khango Konak, who had taken over as chairman of the NSCN(K) after SS Khaplang had died on June this year, has been elected new chairman of the United National Liberation Front of West South-East Asia (UNLFW) – a joint platform of four rebel groups of North-eastern India having bases inside Myanmar.

Reports quoting a press release issued by the UNLFW’s publicity wing said Konyak was “unanimously elected” as its new chairman after the post had fallen vacant due to its founder chairman Khaplang’s death. The decision electing Konyak was taken during a two-day general session of the UNLFW which was hosted by the NSCN(K) at its headquarters at Taka held on October 14 and 15.

“The new chairman has been empowered with full executive authority to direct/execute any action or policy on behalf of the Front and also during emergencies,” the press release which was signed by “Colonel” Isak Sumi of the NSCN(K), N E Esara of the NDFB(S) and Jibon Singha Koch of the Kamatapur Liberation Organisation (KLO) said. Interestingly, while the Paresh Barua faction of ULFA is also a constituent of the UNLFW, there was no signatory from it in the press release. The two-day general session of UNLFW also “fully formalised” establishment of the Front as also the functions of various committees and organizations, apart from approving its logo, nomenclature and motto, reports quoting the group said.

The UNLFW general session also warned other armed groups operating in the West South-East Asia region which are not its members “to desist from crediting the Front of any actions or activities unless on consultation and agreement even in the event of joint-ventures.”

“Since all the WSEA organisations are not members of the Front, there is a need to clearly differentiate between UNLFW and other WSEA organisations currently maintaining the same base area. Using WSEA doesn’t necessarily mean UNLFW which at present is comprised of NSCN(K), ULFA(I), NDFB and KLO,” the press release which was quoted in several Nagaland newspapers on Wednesday said.

Director General of Police (DGP) L.M. Khaute also lauded the State police officers and paramilitary forces on this occasion for their efforts to ensure peace in the insurgency-hit border State.

“The police department has been successful in convincing 3,000 militants to lay down their arms and join the mainstream,” said Mr. Khaute, adding that law and order has improved in the State in the past few months.

Remembering security personnel, who lost lives in their line of work, he said police have been playing a crucial role in handling hill hostilities and insurgency.

Several officers were awarded for their performances at the programme that was attended by over 1,000 police personnel.

A fresh FIR was lodged against him earlier this month for his alleged involvement in the death of a police sub-inspector, who was killed during an exchange of fire with alleged GJM supporters on October 13.

The West Bengal Police has launched a massive manhunt in Darjeeling and its surrounding areas for GJM supremo Bimal Gurung, who has been on the run for the past two months.

Gurung has been evading arrest since August when cases were lodged against him under the stringent Unlawful Activities (Prevention) Act for his alleged involvement in several bomb blasts in Darjeeling hills and adjoining areas.

A fresh FIR was lodged against him earlier this month for his alleged involvement in the death of a police sub-inspector, who was killed during an exchange of fire with alleged Gorkha Janmukti Morcha (GJM) supporters on October 13.

“Combing operations in the hills are on. We are keeping a track on the movements of some of the suspects who are in touch with Bimal Gurung and his close associates who are absconding,” a senior police official said. Police are also keeping a close watch on the movements of senior GJM leaders.

The exchange of fire between police and Gurung’s supporters on October 13 in which the sub-inspector was killed was the first incident of violence after the 104-day indefinite shutdown in the hills was called off on September 26 by the GJM supremo following an appeal from Union Home Minister Rajnath Singh.
