KP govt announces anti-terror strategy, divides Peshawar into four zones - DAWN.COM

PESHAWAR: Following a series of attacks in the capital of Khyber Pakhtunkhawa province, the KP government has devised a counter-terror strategy to ward off threats to the city.

Secretary Interior Akthar Ali Shah, while briefing the media, after a high-level security meeting on Sunday night, said that two special task forces would be set up for the city to maintain peace and counter militant threats.

One of the committee's will be headed by the Commissioner and the other will be under the Inspector-General (IG) Police.

Akhtar Ali Shah said that Peshawar would be divided into four zones and targeted operations would be carried out in sensitive areas.

The emphasis of these targeted operations will be on bus stands, hotels and private inns which will be throughly searched.

He said that a ready to move quick response force would be present in each zone along with the police.

"We have to comb the affected areas where miscreants might have a presence and then go against them," Shah stated.

The task forces would have representatives of the IGP, IG Frontier Corps and intelligence agencies. The chief secretary and their representatives will also make coordinated efforts to counter threats.

Akhtar Ali Shah said that the committees would also devise short and long-term measures to counter terrorism.

He said that intelligence sharing and gathering would be improved and that public mobilization would also be increased.

Shah said that 2009 was the worst year in terms of terrorist attacks, but "we successfully came out of it and now an effective strategy is on the cards".

I am stand on my words but you didn't get what I've said actually. People in our land will run-away like before when ISAF leave their counters on the border.... When you'll again start any ops against those who are sitting INSIDE PAKISTAN again they will run away and @ last till the date your military will start leaving that ops theater they will back with full forces because those who are sitting in AFGHANISTAN supporting them with $$ and Weapons... I guess people are used to being slaughtered. Because of that the provincial govt doesn't give a **** about them either. Reminds me of the movie The Silence of The Lambs. When Clarice tells Dr. Lecter about the sheep that were being slaughtered but stayed in the pen all dazed and confused. It is much complex than that. TTP is facing the similar situation today as the Pakistani security authorities were facing 10 years ago. The splinter groups of Afghan Taliban got out of control of Mullah Umar thus engaging their former supporters (Pakistani agencies). Now TTP, we must understand, has become a collection of different splinter groups. For example, Punjabi Talibans operate under their separate banner, so does Tehreek-e-Nifaz e shariyat,Jundul-Hafza,Mohmind Talibans etc etc. While TTP has enjoyed greater strength for the time being by providing them shelter. However, this has come at the following cost.
1-TTP is now more vulnerable to penetration. Case in point, While Americans haven't been able to achieve great successes in Afghanistan, they have repeatedly eliminated the commanders of TTP in Pakistan by drone operations. For a precision strike, point intelligence is utmost necessary and thus by exploiting TTP fractions, US has effectively eliminated the TTP leadership at will. Important to note here is that Wali-ur-Rahman was killed in a drone attack which was tipped by Hakim ullah group. Unlike Afghanistan where Talibans have no fractions but operate under one command.
2-TTP has little or no control over the acts of these splinter groups which operate at will for fulfilling their specific agenda or their financer/supporter's.

enough is enough... Pakistan needs serious steps against these militants. Not much expectation from Taliban Khan, But even NS isn't doing quick decision making.. Why can't they monitor operation in KPK like they did in Karachi?
