No intelligence agency fails because of one person. After his arreat the number of attacks have decreased substantially, especially smaller attacks. So capturing him made a difference. Of course he's not the only RAW agent in Pakistan. RAW may have rebuilt the network to some extent in the year so they are having a go again.
