You are right. There were two blasts. First one was to equivalent to 3 tons of TNT and second one is speculated to be between 15 to 20 tons. It is definitely a terrorist attack.

I think it is highly premature to think of it a Terrorist Attack. It may be simply an Industrial Accident. It is in the Binhai New Area; which is quite far from the city, not so much inhabitation around there. Wait for more information.

Look at the video ---- use the skyscrapers, roads etc etc as points of reference........ then look at the blinding light and the mushroom plume. I've seen explosions...... this is no ordinary explosion or anything in the sub-kiloton yield!

Not all of that was TNT going up. One was definitely a Chemical/LPG/Gas BLEVE (Boiling Liquid Expanding Vapor Explosion)..... should'nt get close to one of those. Its simply a Civilian Equiv of a FAE Bomb, a miniaturised Nuke in its effect of 'Blast'.

That is undoubtedly a Chemical Fire/ Explosion.
Now here is a look at a Fire/ explosion in a container ship caused (most likely) by Fireworks i.e. explosives. happened in 2002 on the M/V. Hanjin Pennsylvania

This used to be a problem with mis-declaration of Container loads of Fireworks shipped out of China.
