So committing a crime in two different countries suddenly turns it into a culture?Can’t be a crime if we see the same pattern in other countries.
That's not how you judge culture, it's judged by the prevalence of said action between a group and the societal view towards it.
Committing a crime in one country, and then a different country, doesn't turn it into culture. It just means you're more prone to committing that crime than other groups.
Now when that same crime is seen as normal and the society is widely insensitive towards it, doesn't take it seriously or normalises it, or it becomes an unspoken/hidden norm - then it becomes culture.
This (^) is not seen in the community and heavily condemned, in fact what you see are a few organised sex trafficking rings. However on the other hand your group fits the above description as shown above.
